Northrop Grumman Technology Services is currently seeking a Director of Pricing & Estimating. This individual will reside in Herndon, VA and report to the Sector Director of Pricing & Estimating. This position will require a skilled proactive individual with extensive experience developing & managing cost/price proposals for US and foreign government solicitations. She/he must be capable of broad, strategic thinking with respect to customer needs and competitive positioning to meet those needs.
Lead a team of professionals and oversee all activities related to cost and price strategy, cost estimating and analytics, and all pricing and estimating activities within the division.
Must be able to effectively manage competing priorities and deadlines, and handle multiple tasks in a fast paced environment.
Must be a team player and possess excellent problem solving and organizational skills with the ability to negotiate and integrate different viewpoints.
Must be able to make decisions that impact the organization's credibility, operations and services and present material outside the immediate work function.
Strategy: Develop strategic cost and pricing concepts and approaches related to bids and proposals to ensure that the TS sector consistently produces cost and pricing strategies that align with capture win strategies and price-to-win targets and provides an effective baseline for realistic, executable business decisions and subsequent cost proposal development.
Provide strategic direction for estimating and pricing activities for all strategic/priority sector proposals.
Cost Estimating & Analytics:
Sets priorities and lead the team responsible for the cost estimating rationale necessary for developing sound bid/offer proposals that establish the baseline plan for effectively managing the contract operations with identified risk and mitigation for use by the respective program execution team post award.
Analyze risk associated with the estimates, and guide the cost strategy discussion for risk mitigation, management reserve, and margin protection.
Bachelor's degree in appropriate discipline with minimum 10 years of relevant professional experience.
In-depth understanding of Government acquisition policies, regulations and proposal compliance requirements.
Strong proposal development skills, strategy development, solid negotiation background.
Ability & expertise to manage assigned staff for planning, organization, writing, editing, & production of a cohesive proposal with appropriate disclosures, explanatory responses, & supporting data to justify adequacy, realism, reasonableness, & audit validation.
Demonstrated knowledge of pricing and estimating techniques with expertise in business management, cost/ risk modeling, and government contracts.
Demonstrated ability to develop and present information to a variety of stakeholders and communicate within various levels of the organization with the ability to inform, present, negotiate and problem solve.
Demonstrated ability to support complex operations while collaborating with multiple stakeholders.
Dynamic, self-starter with strong attention to detail and the ability to function independently, meet deadlines and achieve commitments.
Strong problem solving and analytical skills; ability to make recommendations and provide guidance to effectively bring projects to completion.
Ability to travel up to 25% of the time.
Master's degree in appropriate discipline from an accredited educational institution.
Cross-sector experience is desirable.
Experience in the aerospace industry.
Active Secret level security clearance.
