Catholic Charities is seeking a Director of Planning and Quality Assurance


Responsible for planning, organizing, directing and leading the personnel and work process of Performance Quality Improvement and Program Development. Scope of responsibly encompasses all settings of the organization. The Director will have intimate familiarity with the key elements of the agency's strategic plan. The candidate will have detailed understanding and can skillfully use the techniques of quality improvement, program development, outcomes measurement, and statistical analysis. Assures all programs meet or exceed the stated goals and is responsible for conformance to regulatory requirements, contractual obligations, and agency's policies. In addition, functions as ombudsman for the agency.

The position will be responsible for the development of new programs and/or research initiatives that generate revenue to help support agency programs, initiatives, and administrative costs.

The position involves an entrepreneurial spirit that is alert to opportunities, aware of important shifts in funding, and works with the Chief Executive Officer or designee to incorporate this information into agency planning. The position will also involve the continuing effort to communicate and market the agency's programs, philosophy, values, goals, and achievements to potential funders and the public.


Master level: MSW, Human Services, MPH, MBA, or related field

10 years experience in management

Working knowledge of management

Program development

Benchmarking, contracting, outcome measurement and quality tools

Strong technology skills

Knowledge of federal and state laws as relevant to program operations

Auditing procedures, HIPAA, COA, and public and private funding sources


  • Knowledge of state and federal funding sources for non-profit social service agencies

  • Experience with and knowledge of multi service agency operations, program delivery, budgeting, quality assurance and outcome measures management techniques.

Full Time - 35 hours per week.

The Delivery Assurance (DA) Manager leads and coordinates the operational aspects of ongoing projects/programs and serves as liaison between project management and operations, planning, line management. Assess project issues and develops resolutions to meet production throughput, productivity, quality and customer satisfaction goals and objectives. We need a dedicated individual who develops mechanisms for managing and monitoring operational project progress from kitting through shipment and for interventions and problem solving with planning as well as project and functional managers.
