Bloomington, IL (78,283) - The City of Bloomington is seeking applications from experienced, accomplished, and resourceful professionals for the position of Director of Operations and Engineering Services. This is a department head level position requiring strong technical, supervisory, and project management skills and experience. This position reports to the City Manager.

The City of Bloomington was founded in 1822. It is located in the heart of central Illinois within three hours of the major population centers of Chicago, St.

Louis, and Indianapolis. With its neighboring city of Normal (54,000) and several smaller communities throughout the County, the Bloomington-Normal SMA has a population of 170,000. Bloomington is also the county seat of McLean County. It is the 13th largest city in Illinois and the 5th largest outside of the Chicago metropolitan area.

The City of Bloomington operates under the Council-Manager form of government in which a professional city manager is appointed by the Mayor and City Council to oversee the day-to-day operations of the municipality. The City Manager, with the assistance of two Deputy City Managers, hires and supervises all department heads including the Director of Operations and Engineering Services.

The elected body consists of nine (9) alderpersons who are elected by wards to four (4) year staggered terms. The Mayor is elected at-large and also serves a four-year term.

The City's annual operating and capital improvements budget totals $332 million. The City's workforce consists of 673 full-time employees and 560 part-time/seasonal employees across twelve (12) operating departments. The City of Bloomington provides a comprehensive array of municipal services including Police, Fire, Public Works, Parks and Recreation, Arts & Entertainment, Economic & Community Development, and Municipal Library

The Department of Operations and Engineering Services consists of three divisions: Engineering Services, Facilities Management, and Fleet Management.

The Department has 42 full-time employees and an annual operating budget of $10.9 million. The Engineering Services Division is the largest of the three divisions and consists of 25 employees, including 10 professional engineers and 8 engineering technicians. There are a total of 17 other full-time employees in the Fleet and Facilities Management divisions combined.

The ideal candidate for this position will have considerable experience in managing complex and fast-paced municipal operations. A good working knowledge of the typical functions of a municipal engineering department, as well as both facilities and fleet operations, will be important.

Strong project management skills will also be critically important. Candidates are not required to be a professional engineer.

The ability to effectively manage a talented team of highly educated and skilled professionals across all three divisions will be essential. It is a high priority to ensure that the Department provides outstanding and effective service to both internal and external customers. The new Director must be able to ensure that the Department meets all performance objectives and is able to deliver key projects in a timely and effective manner.

The salary range for this position is $150,000 to $185,000 DOQ/E. Further, the City of Bloomington provides senior staff with an outstanding array of fringe benefits. The City is also willing to provide relocation assistance to the successful candidate.
