CLASS DESCRIPTION
The Baltimore City Department of Housing and Community Development is seeking an Operations Officer IV/ Director of Neighborhood Development & Outreach for the Development Division - Land Management Section.
The Baltimore City Department of Housing and Community Development (DHCD) was created in 1968 to consolidate local community development efforts with housing and building code enforcement. With over 400 employees, DHCD strengthens City neighborhoods by attracting investors, developers, and homebuyers. Through the administration of Community Development Block Grant (CDBG), HOME funds, City bond funds, and other creative financing mechanisms, DHCD finances and guides strategic development projects to meet housing and neighborhood needs.
The Land Management section of DHCD's Development Division is responsible for the strategic acquisition and disposition of land for future redevelopment. The Neighborhood Development & Outreach team works closely other community partners and City Agencies to develop block level strategies and provide community outreach/engagement. In addition, this team manages the BuyIntoBmore platform which guides the disposition of DHCD City owned properties.
ESSENTIAL FUNCTIONS
Manages a team of both Strategy Planners and Neighborhood Development Officers that provide the Agency's planning, marketing and outreach functions.
Oversees the team that makes block level strategy recommendations for site assembly, property transfers and redevelopment opportunities.
Manages the Impact Investment Area program.
Manages Requests for Proposals/Qualifications and other competitive bid processes.
Administers the BuyIntoBmore program, which includes the Fixed Pricing Program, Adopt-A-Lot, and Open Bid programs.
Contributes to the modification and creation of policy, procedures, contracts, and regulations for specific areas of the Division and Agency.
Creates and participates in Agency and Development Division educational opportunities for the public.
Manages outreach/engagement with neighborhood, development, and non-profit stakeholders.
Team administration and other duties as assigned.
EDUCATION AND EXPERIENCE REQUIREMENTS
EDUCATION: Have a bachelor's degree in urban & Regional Planning, Real Estate Development or related field from an accredited college or university.
AND
EXPERIENCE: Have six years of experience in urban planning, real estate development, marketing, community development, and project management. Previous work lead experience may be required.
OR
NOTES(EQUIVAENCIES): Have an equivalent combination of education, work experience and team management may be accepted.
KNOWLEDGE, SKILLS, AND ABILITIES
Ability to work in close collaboration within the Agency, Inter-Agency and external partners to develop and ensure that neighborhood strategies and development offerings complement the City's and DHCD's goals and strategies.
Ability to understand housing markets and the impact on property acquisition and disposition.
Ability to organize, track and process many projects and varying timelines.
Ability to interpret and apply a variety of laws, rules, regulations, standards, and procedures.
Ability to plan, organize and direct the work of others.
Ability to write well and research/ analyze complex challenges and offer solutions.
Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.
Ability to establish and maintain effective working relationships with city officials, community, and business groups.
Experience/Knowledge of the principles and practices of land planning, zoning and development.
Knowledge of methods and procedures for the collection or organization, interpretation, and presentation of information.
Knowledge of the various social, civic, and other community organizations.
Knowledge of modern office equipment and proficient with Microsoft Office programs.
