Job Description

Basic Purpose

Directs non-emergency medical transportation (NEMT/SoonerRide) and Social Services. Directs, assigns, monitors, and evaluates NEMT and Social Services staff activities in accordance with agency and division policies, goals and objectives. Responsible for program development, implementation, and oversight of partnerships with a broad range of inter- and intra-agency staff and stakeholders related to NEMT and social service programs and other related federal and state Medicaid system initiatives.

Typical Functions

  • Direct the NEMT, Social Service and other assigned teams, under the administrative direction of the Deputy State Medicaid Director, SoonerCare Operations.

  • Facilitate NEMT program development and required modifications of NEMT services for SoonerCare populations.

  • Facilitate development and modification of Social Service Coordination programs for SoonerCare populations.

  • Work collaboratively to strategize program direction and utilization of staffing resources.

  • Serve as a program liaison for contractors in project development, implementation and maintenance. Consult with procurement and finance team on purchasing and budget activities.

  • Prepare written reports and recommendations regarding the general status and progress of NEMT, social service and other programs; presents findings about relevant programs or issues; highlight audit results, satisfaction ratings and outcome measures; and develop recommendations and options.

  • Direct the timely completion of required annual and periodic reporting. Primary efforts include critical data analysis, development of stratified interventions and effectiveness measures.

  • Supervise and complete performance evaluations of employees. Ensure managers have the resources necessary to fulfill their roles in an accountable manner.

  • Represent OHCA as needed in multiple public forums at local, state, and national levels.

  • Assure program compliance with pertinent local, state, and federal regulations pertaining to NEMT, including waste, fraud and abuse identification and reporting.

  • Other duties as assigned.

Supervisory Responsibilities: This position has supervisory responsibilities.

Education and Experience

  • Bachelor's degree in Public Health, Health Care Administration, Business Administration or closely related field AND
  • Minimum of 5 years related experience in program development, management and reporting, preferably in a Medicaid or government policy setting AND
  • A minimum of 2 years direct supervisory experience, OR
  • Any equivalent combination of education and experience totaling 11 years.

Preference May be given to candidates with:

  • Advanced Education

  • Transportation experience

  • SoonerCare/Medicaid experience

  • State or Federal administrative experience

  • Experience with development or revision of health policy

  • Experience coordinating State Plan or federal waiver activities.

Special Requirements

Physical Demands:

  • Must be able to remain sitting for prolonged periods at a desk and working on a computer.

  • Must be able to move or lift up to 15 pounds at various times.

Work Environment:

  • The office work environment includes regular exposure to general office equipment such as computer equipment, phones, and copy machines.
