Job Description

Public Sector Employer in Northeast Pennsylvania is seeking a Director of Maintenance and Operations. This position will be responsible for coordination of general maintenance, construction activities, condition and appearance of property portfolio consisting of 1200 + apartments, townhouses, multifamily and single family units, and offices.

Job Duties

1. Develop and maintain comprehensive operations and maintenance procedures for each respective development.

2. Implement preventative maintenance schedule for mechanical systems at each development. Including procurement and monitoring of scheduled activities and coordinating repairs required from activities performed.

3. Develop uniform property standards that can be followed by professional staff to improve consistency and appearance of developments.

4. Coordinate and monitor performance of all capital improvement programs, including those funded by Capital Fund Program.

5. Inspect contractor work to ensure compliance with specifications, building codes and program regulations.

a. Review change order forms and recommend approval or rejection.

b. Review contractor applications for payment for both capital and preventative maintenance programs.

6. Makes phone calls and site visits with contractors, architects and professional staff to resolve problems and answer questions.

7. Coordinate between contractor(s) and professional staff to insure proper flow of information concerning timing of work to be performed and impact on residents.

8. Develop and maintain project schedules to properly oversee assigned programs and to adequately monitor performance.

9. Oversee Davis Bacon wage rate compliance procedures for federally funded programs to insure compliance with Davis Bacon Wage Act.

10. Maintain library of construction documents so information can be accessed to meet future maintenance needs.

11. Supervise and assist staff.

12. Coordinate maintenance staff work with Property Managers and reviews work of staff.

12. Review bid documents to determine compliance with regulations

14. Determines acceptability of contractors work.

15 Determines if change order amounts are acceptable.

16 Develop Request for Proposals (RFP) as needed to insure proper maintenance repairs to facilities and equipment.

17 Makes recommendations to supervisor regarding problem resolution.



Requirements:

Candidate for this position will have a professional background in building maintenance and or construction administration with primary duties focused on implementation of preventative maintenance schedules, construction contract monitoring, for multiple facilities. Training or experience in engineering or construction services. Ability to develop materials utilizing Microsoft Suite products (Word, Excel, Access, Outlook) or Auto Cad.

College degree or at least five (5) years experience in building maintenance and/or construction administration management.

The Network Director is also responsible for working with the Chair and Epidemiology Manager to conduct network-wide community health assessments and implement strategic plans which meet federal mandates at the assigned network campus. JOB DUTIES AND RESPONSIBILITIES: * Oversees the planning, organizing and supervising of care necessary to assure patient safety and meet the needs of patients, including mobile medical vans, school-based initiatives, including Community Schools, and other clinical services as assigned. * Performs direct administrative functions for assigned department programs. * Works in conjunction with other Community Health staff and community partners in providing community health promotion services and Community based initiatives in the mobile van, community health centers and/or other off site areas as specifically assigned. * Supports and leads community efforts to identify community health needs and develop and implementation of collaborative projects to address identified needs through assigned Community and Adopt-A- Schools. * Works to conduct Community Health Needs Assessment for assigned campus, complies with relevant community health mandates in the Affordable Care Act, develops implementation strategies to meet identified needs, and evaluates the impact and effectiveness of programs. * Develops, implements, and evaluates short and long range performance improvement and operational goals and objectives for the department. * Implements policies, procedures, rules, regulations and recommended practices and ensures that clinical practice standards are met. * Analyzes and responds accordingly to program specific performance, outcome and financial data. * Selects, motivates and retains staff; initiates formal recognition plan. Reviews performance of staff, assures staff competency and initiates remedial actions, when appropriate. * Develops, evaluates and adjusts current and future staffing based upon patient care needs and initiates adjustments as needed; manages costs within budget. * Maintains departmental records for administrative and regulatory purposes. * Enhances job knowledge by remaining current in trends in the health care industry and specialty areas. * Works closely with appropriate Network and Community leadership members in the development and attainment of departmental goals. * Promotes an environment that fosters inquiry, creative thought, nursing / public health education programs, and development and application of evidence-based practice initiatives. * Assists in the development and maintenance of staff competencies. * Organizes monthly committee/staff meetings as appropriate. * Responsible for submitting an annual report to the Chair in a timely manner. * Researches, develops and implements new community health interventions, grounded in scientific theory, to meet identified community needs. * Maintains operation of Community Health Programs within established budget guidelines. * Manages and complies with all requirements of grant funding and submits required reports in a timely manner. Actively seeks new grant opportunities to support the growth of network initiatives. Assists with grant writing to obtain funding. * Supports the philosophy and strategic plan of the Community Health Department and the Bethlehem Partnership for a Healthy Community. PHYSICAL AND SENSORY REQUIREMENTS: Standing and walking six hours per day, up to two hours sitting at a time. Frequently uses fingers for typing, data entry, etc. Frequently uses hands. Will occasionally uses upper extremities to lift up to 20 pounds; sometimes heavier. Very often stoops, bends, and reaches above shoulder level. Hearing as it relates to normal conversation. Seeing as it relates to general vision, near vision, peripheral vision and visual monotony. EDUCATION: Bachelor's required in Nursing, public health or related health care administration field. Master's Degree in Nursing (MSN) or Public Health (MPH) preferred. Individual must complete Masters Degree requirements within two years of acceptance of position. TRAINING AND EXPERIENCE: Two to five years of experience in community health/public health nursing and at least two years of experience coordinating or managing community/public health programs.
