JOB SUMMARY: The Director of Land Entitlement is responsible for identifying, sourcing, and managing unentitled land assets from project inception through the entitlement process. This includes the ability to identify unentitled land opportunities, negotiate land contracts, work with various City and County jurisdictions, conduct due diligence investigations including technical feasibility studies, work with consultants to prepare site plans, manage and prepare necessary budgets, prepare entitlement applications, work with community stakeholders, and secure governmental or quasi-governmental approvals needed to develop lots and build houses. The Director of Land Entitlement will generate and maintain and project specific financial models and direct all budget management on entitlement projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Acquisition and City Research
Perform preliminary research and introductory meetings with various government agencies to identify new acquisition opportunities for entitlement.
Source "off market" acquisitions opportunities and work with landowners to secure and contract land deals.
Prepare Land Committee Investment Packages and memos.
Acquisition Due Diligence
Research and prepare fee & tech and development budgets for new properties.
Develop project timelines for new community openings.
Review, analyze, and summarize all risks, i.e.; environmental, political, entitlement, engineering, and/or development related challenges to new acquisition opportunities.
Land Entitlement and Government Approvals
Review and processing of tentative maps, zone changes, final maps, civil engineering plans, LAFCO Applications, CFD Formations, LMD Annexations, architectural permits, DRE approvals, environmental approvals.
Work with staff and elected bodies to manage the approval process
Will foster and nurture relationships with city, county, and adjoining neighborhood agencies and represent the KB Brand through positive interactions.
Will engage and interact positively with anti-housing groups in various situations and ensure project progression through mediation and other diplomatic channels.
Preliminary Engineering and Planning Consultants
Budget Management
Responsible to prepare and maintain fee & tech, entitlement, and development budgets and communicate budget status as needed to Division Finance and NAPA personnel.
Will manage and maintain project proformas.
Will coordinate with multiple departments to ensure all associated costs are updated and accurate through the entitlement lifetime.

Proven ability to manage multiple priorities in efficient and accurate manner
Solid understanding of Land Use Entitlement Principles
A complete understanding of fundamental Real Estate and Urban planning concepts
Consistently shows attention to detail
Exceptional communication skills both written and verbal
Proven ability to multi-task and complete tasks within a scheduled timeframe
Comfortable with public speaking as well as one on one conversations
Expert computer skills are a necessity (Excel, Microsoft Project)
Strong mediation and conflict resolution skills.
Work Requirements
Must work 8-hour days (during core business hours) with flexibility for longer hours, and after hours meetings, as needed
Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.
Position is onsite and based in our Valencia Division Office (#LI-onsite)
COMPENSATION & BENEFITS:
Base Salary: The expected base salary range for this position is $135,000-160,000 per year depending on experience, paid semi-monthly.
Bonus: This position is eligible for a quarterly per deal bonus program
