Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Attends professional growth sessions for the purpose of keeping his/her professional human resource knowledge current with changing laws and regulations.

  • Participates in regional and national human resource organizations.

  • Prepares a wide variety of written materials (e.g., reports, memos, letters, etc.) for the purpose of documenting activities, providing written reference and/or conveying information.

  • Chairs committees, as needed (i.e. recruitment, hiring, evaluation, etc.).

  • Assists with the process of maintaining accurate staffing, ensuring that District objectives are met.

  • Maintains, monitors, and oversees human resource systems and processes.

  • Reviews job descriptions and ensures they are updated regularly to reflect current job responsibilities.

  • Creates flowcharts, timelines, and data management tools for all personnel procedures.

  • Updates Administrative Handbook with accurate documents.

  • Assists with the hiring process for all certificated and/or classified district employees, in cooperation with the administrators/supervisors for the purpose of assuring consistency in the district and ensuring compliance with state and federal laws and contractual provisions (i.e. endorsements, licensure requirements, etc.).

  • Assists with the onboarding process of all new employees.

  • Works with administrative and Human Resources staff to ensure the district meets compliance requirements, including but not limited to, ensuring all licenses and endorsements are up to date and recorded properly.

  • Assists in screening and selecting qualified substitutes and maintains an accurate account of district substitutes.

  • Organizes training programs for substitute teachers.

  • Assists with the facilitation of exit interviews and compiles data for analysis.

  • Establishes partnerships with universities and colleges to recruit and promote educational needs.

  • Coordinates performance assessment of all employees, advises supervisors, oversees process for tracking notification and receipt of evaluation/probation paperwork, works with appropriate personnel in the development/revision of evaluation procedures and related forms.

  • Provides leadership, supervision, and training in developing and completing staff evaluations.

  • Ensures compliance with the requirements of PERA and the District evaluation processes.

  • Reviews work regularly to establish inter-rater reliability of evaluations.

  • Oversees the compilation of the Honorable Dismissal list as required by Senate Bill 7 list.

  • Works with Administrators/Cabinet members on employee relations issues including investigations of alleged misconduct and other personnel issues.

  • Displays the highest ethical and professional behavior in working with students, parents, school personnel, and outside agencies associated with the school.

  • Protects confidentiality of records and information about staff, and uses discretion when sharing any such information within legal confines.

  • Ensures compliance and reporting with equal employment opportunity laws.

  • Assumes any and all responsibilities as directed by the Assistant Superintendent for Human Resources and Labor Relations.

  • Performs such other duties and responsibilities that may be assigned by the Superintendent.

Qualifications

QUALIFICATIONS:

  • M.A. or M.S. in Education

  • Valid State of Illinois Professional Educator License with General Administrative or Principal Endorsement

  • Qualified teacher and principal evaluator

  • Five or more years of successful administrative experience

  • Five or more years of successful teaching experience

  • Demonstrated knowledge and understanding of the Danielson Framework

  • Demonstrated knowledge of teacher and administrative evaluation requirements

  • Experience with contract management, contract negotiations, and contract interpretation including establishing positive relationship with labor groups required.

  • Such alternatives as the Board of School Inspectors may find appropriate and acceptable.
