Purpose

The Director of Human Resources for Certified Staff will be responsible for the planning, organizing and operation of the office of Human Resources including strategic planning, policy formation, program development and implementation, delivery of services including benefits and insurance management, employment and recruitment, and employee relations and development for certified staff.

Qualifications

Required:

1.Master's degree in educational administration, personnel administration, or closely related area.

2.Arizona teaching and administrator certificate.

3.SHRM-CP certification or bachelor's degree in human resources, Business, Public Administration, or related field.

  • Valid AZ Department of Public Safety (DPS) Identity Verified Print (IVP) Fingerprint Clearance Card.

5.Arizona and national fingerprint-based background investigation per A.R.S. § 41-1750.

6.Five (5) years' experience in the Human Resources management area.

7.Three (3) years in a managerial capacity; or any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.

Preferred:

8.School leadership experience.

9.Five (5) years' experience in the Human Resources management area preferably in a school district.

Essential Functions

1.Under the supervision of the Executive Director for Human Resources, provides day-to-day leadership and direction for the Office of Human Resources.

2.Under the supervision of the Executive Director for Human Resources, evaluates the schools' master schedules and student enrollment needs to ensure adequate certified staffing to all school sites.

3.Assist the Executive Director for Human Resources with the overall development, administration and evaluation of Human Resources policies, procedures and programs, ensuring the delivery of human resources to District employees and the community.

4.Provides a proactive, service-oriented approach to Human Resources while ensuring compliance with appropriate District policies and procedures and State and Federal Laws.

5.Participates in the development of short and long-range planning for the District.

6.Develops, revises, interprets, and communicates related policies for employees.

7.Presents information to staff and Governing Board.

8.Administers a wide variety of personnel policies and processes (e.g. recruitment, selection, hiring, orientation, employment contracts/agreements, compensation schedule, reclassification studies, job descriptions, etc.) for the purpose of conforming to District policies, relevant laws, contracts, and agreements.

9.Consults and advises administrators on a wide variety of sensitive personnel issues (e.g. discipline, hiring, transfers, reduction in force, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures, and regulations.



  1. Coordinates the recruitment process (e.g. advertising vacancies, screening applicants, conducting interviews, making recommendations for hire, new employee orientation, etc.) for maintaining a highly qualified and effective staff.

  2. Monitors the maintenance of records and procedures for professional growth and salary placement.

  3. Monitors, assists, advises certificated staff with credentials, licensing, and certification, and informs administrators and certificated personnel of state and federal changes to teacher and administrator credentialing, licensing, and certification.

  4. Assures appropriate credentialing and legally required compliance for specified certificated personnel assignments.

  5. Coordinates personnel activities with other administrative divisions, departments, and offices within the school district.

  6. Oversees the District's student teacher placements for all school sites.

  7. Participates in meetings, workshops, job fairs and seminars for the purpose of conveying and gathering information regarding a wide variety of subjects to support the District's goals.

  8. Conducts investigations, compiles information and prepares reports of findings as assigned by the Executive Director for Human Resources

  9. Supervises and evaluates assigned staff.

  10. Performs other assignments as determined by the Executive Director for Human Resources.


Skills, Knowledge, and Abilities

SKILLS are required to perform multiple tasks with a potential need to upgrade skills in order to meet changing job conditions. Specific skill-based competencies required to satisfactorily perform the functions of the job include: regularly required to talk and hear; frequently required to use hands to touch, handle, or feel objects, tools, or controls and use a keyboard or keypad; regularly type or enter data using a computer keyboard; operating standard office equipment including utilizing pertinent software applications; planning and managing projects; and preparing and maintaining accurate records.

KNOWLEDGE is required to perform advanced math, including calculations using fractions, percents, and/or ratios; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include classroom management, and concepts of grammar and punctuation.

ABILITY is required to schedule classroom activities, discussions, and/or events; gather and/or collate data; and use basic, job-related equipment. Flexibility is required to work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Ability is also required to work with a diversity of individuals and/or groups; work with similar types of data; and utilize job-related equipment. Problem solving is required to identify issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is high. Specific ability-based competencies required to satisfactorily perform the functions of the job include communicating with diverse groups; maintaining confidentiality; meeting deadlines and schedules; working with frequent interruptions; setting priorities; and establishing and maintaining effective working relationships. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision depth perception, and the ability to adjust focus.

Responsibility

The Human Resource Director will plan, lead, direct, develop, and coordinate the policies, activities, and staff of the Human Resource (HR) department, ensuring legal compliance and implementation of the organization's mission and talent strategy.
