The Wilson School District is looking for a highly energetic and motivated Director of Human Resources

to lead our Human Resources Department. Salary range is $75,000.00 to $95,000.00 (DOE).

JOB SUMMARY

At Wilson School District, we believe that education should be shaped by a sense of purpose. The Director of Human Resources is responsible for providing leadership according to the district's vision, mission and goals and provides supervision and support for Human Resources and matters related to the schools. The Director of Human Resources will work collaboratively with the Leadership Team to administer methods, programs and procedures to maximize the district strategic plan and goals. The position reports directly to the Superintendent.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develop and Implement HR Policies:

  • Create and enforce policies and procedures in line with federal and state regulations as well as district guidelines.

  • Recruitment and Selection: Oversee the recruitment process for all district positions, ensuring fair and unbiased selection procedures. Posts and advertises all open positions. Implements a procedure for screening and processing applications of professional and non-professional candidates. Also responsible for managing the Student Teacher Program.

  • Employee Relations: Manage employee relations, including conflict resolution, disciplinary actions, and grievance procedures.

  • Benefits Administration: Oversight of the employee benefit programs, including health insurance, retirement plans, and leave policies.

  • Performance Management: Develop and implement performance evaluation systems for all staff members, providing guidance and support to supervisors.

  • Training and Development: Coordinate professional development opportunities for staff to enhance skills and knowledge in their respective roles.

  • Compensation Management: Oversee salary structures, compensation plans, and salary adjustments in accordance with district budget and policies.

  • Compliance and Legal Matters: Ensure compliance with federal and state employment laws, regulations, and reporting requirements.

  • On-Boarding: Create and operationalize an effective on-boarding system for all new employees. Completes and processes all necessary paperwork for all new employees.

  • Meet and Confer: Participate as a representative of the Superintendent in Negotiations with employee groups.

  • Retirement System (ESI):

  • CDRC Reporting:

  • District Calendar: Organizes and serves on Calendar, Insurance, Professional Growth, Technology and 301 Performance Plan committees.

  • Credential: Ensures that all employees maintain the necessary credentials for the position they hold. "Review's teacher certificates and graduate hours and keeps staff informed of status"

  • Growth Plans: Maintains professional growth files and processes paperwork to payroll for advancement on the salary schedule.

  • State Reporting: Prepares state reports and surveys.

  • Bi-Annual Review: Coordinates the development and the periodic review of position descriptions of all district positions.

  • Committees: Serve on committees for organizing activities for National Education Week, National Nurse's Week, National Teacher Week, Custodian, Cafeteria, Crossing Guard, and Instructional Aides Appreciation Day.

  • Trip Reduction Program: Responsible for administering the District Trip Reduction Program through the Maricopa County Trip Reduction Department.

  • Recommends applicants to the Superintendent for Governing Board's approval.

  • Termination: Processes recommendations for termination of employment.

  • Develops and maintains a system of personnel records for all school personnel in order to provide an accurate and current record of all matters pertinent to employment, transfer, tenure, retirement and salary.

  • Workforce Planning: Develop strategies for attracting, retaining, and developing a diverse and qualified workforce to meet the district's needs.

  • HR Data Management: Maintain accurate records of employee information, including personnel files, attendance records, and performance evaluations.

  • Conflict Resolution: Mediate disputes and conflicts between employees or between employees and management to promote a positive work environment.

  • Employee Wellness Programs: Implement initiatives to promote employee wellness, including health and wellness programs, stress management, and work-life balance initiatives.

  • Safety and Health Compliance: Ensure compliance with health and safety regulations in the workplace, including OSHA standards and emergency preparedness.

  • Strategic Planning: Collaborate with district leadership to align HR strategies with the overall goals and objectives of the district, contributing to long-term planning and organizational development.

  • Title IX District Coordinator: Ensures the district's adherence to Title IX regulations, overseeing investigations of complaints related to gender-based discrimination or harassment and implementing policies and procedures to promote a safe and inclusive educational environment for all students and staff.

  • Governing Board Meetings: Attends meetings of the Governing Board.

  • Performs other duties as directed by the Superintendent.

MINIMUM EDUCATION AND/OR EXPERIENCE:

  • B.A. or B.S. degree desired (degree in business, human resources, or related field).

  • Five years human resources experience including recruiting, training, employee relations, affirmative action, and management/organizational development.

  • Two years' experience with Visions and iVisions computer programs.

  • Minimum 3 years of successful teaching experience

  • Minimum 3 years of school administrator experience

  • Minimum 2 years of district administrator experience

  • Excellent interpersonal relationship skills, organizational skills, integrity, a strong work ethic, and knowledge of all aspects of K-12 education

  • .Arizona IVP Fingerprint Clearance Card

PREFFERED EDUCATION AND/OR EXPERIENCE:

  • Master's degree in education or related field

  • Human Resource administrative experience preferred

  • Experience in a supervisory role or one year's experience in a management role in the education or health and human services fields preferred.

  • Strong interpersonal and communications skills

  • Arizona IVP Fingerprint Clearance Card

KNOWLEDGE & SKILLS ABILITIES

SKILLS are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.

KNOWLEDGE is required to perform advanced math; read technical information, compose a variety of documents, and/or facilitate group discussions; and analyze situations to define issues and draw conclusions. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: pertinent codes, policies, regulations and/or laws; budget management and public sector accounting; current trends and practices of school accounting systems; implementation of new software solutions; education code; federal and state grants management; and school district audit and accreditation procedures.

Responsibility

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing multiple departments; supervising the use of funds for multiple departments. Utilization of significant resources from other work units is routinely required to perform the job's functions. There is some opportunity to significantly impact the organization's services. Work Environment The usual and customary methods of performing the job's functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, , and significant fine finger dexterity. Generally the job requires 50% sitting, 30% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

ADDITIONAL REQUIREMENTS AFTER HIRE

Proof of immunity to rubeola (measles) and rubella (German measles), or proof of MMR immunization.

From Wilson to Hawkins to Ward to Skiff, the District was bought by Phoenix Sky Harbor International Airport and relocated to its current location in the early 1980's and named Wilson Primary and Wilson Elementary, opening on Martin Luther King Day in 1985. The district boundaries cover an area from Roosevelt Street to the north; the Salt River to the south; 40th Street to the east; and 16th Street to the west.
