Job Description:

The job of Director of Human Resources is done for the purpose/s of managing District-wide Human Resources operations and activities for classified and certified personnel; providing information and recommendations to the Board, Superintendent, staff and public; and addressing a wide variety of administrative processes.

This job reports to the Superintendent.

Essential Functions

Assists Superintendent, Administration, and School Board (e.g. policies, procedures, handbooks, negotiated agreements, practices on personnel matters, etc.) for the purpose of providing support with their ongoing functions.

Collaborates with other district administrative personnel (e.g. transfer recommendations, reduction in force, non-renewal, employee relations, termination, personnel procedures for certified and classified staff, etc.) for the purpose of implementing and maintaining services and programs.

Composes a wide variety of materials (e.g. reports, memos, letters, questionnaires, surveys, policies, forms, and other correspondence) for the purpose of documenting activities, providing written reference, and conveying information.

Coordinates the District Worker's Compensation program for the purpose of ensuring a safe and effective work environment.

Coordinates, plans, organizes, and directs all District benefit programs (e.g. health, dental, vision, life, supplemental insurance, South Dakota Retirement System, tuition reimbursement, Employee Assistance Program, etc.) including enrollment, record-keeping, and communicating with brokers and third party administrators for the purpose of meeting program requirements in compliance with established guidelines.

Participates in the negotiations process with all employee groups (e.g. formal negotiations, grievances, unemployment hearings, unfair labor practices, discrimination hearings, etc.) for the purpose of maintaining a positive relationship with employees regarding salary, benefits, and working conditions.

Fosters professional growth and building positive staff moral (e.g. staff development programs, positive discipline programs, evaluations systems, recognition programs, etc.) for the purpose of maintaining an effective and efficient work force.

Monitors and coordinates a variety of programs and processes (e.g. performance evaluation programs, leave benefits, issuing and updating of contracts/service agreements, orientation programs, substitute services, etc. ) for the purpose of directing staff activities and complying with established financial, legal, and administrative requirements.

Oversees human resource compliance issues (e.g. Fair Labor Standards Act, ADA, EEOC, FMLA, Drug Free Work Place, Title IX, Sexual Harassment, criminal background checks, and other employment laws). If necessary, consults with legal counsel on employment issues for the purpose of following sound procedures that meet District, State, and Federal requirements.

Participates in meetings, workshops and seminars (e.g. administrative, seminars, conferences, other professional growth opportunities, etc.) for the purpose of conveying and gathering information required to perform functions.

Prepares and provides information to other departments and agencies (e.g. EEO reports, Personnel Record Forms, state and federal reports, salaries, etc.) for the purpose of maintaining an efficient and legally sound department.

Processes staffing changes (e.g. new hires, transfers, promotions, retirements, resignations, dismissals, etc.) for the purpose of maintaining efficient and effective employment records for all staff.

Supervises personnel record keeping procedures (e.g. employee files, leave benefits, certified credentials, benefit/deduction changes, early retirement, compliance with negotiated agreements, recruitment program, hiring procedures, salary placement, educational advancement, employee exit program, job descriptions, etc.) for the purpose of ensuring personnel processes are in compliance with District, State and Federal requirements.

Supervises the positions of Human Resources Assistant and Receptionist/Secretary for the purpose of maintaining a friendly, efficient, and welcoming environment for district staff and the public.

Coordinate and direct communications, information, personnel and resources to meet District human resources needs and assure smooth and efficient Department activities; establish and maintain Department time lines and priorities; assure proper and timely resolution of classified and certified personnel issues, complaints and conflicts; develop and implement personnel policies and procedures.

Monitor, evaluate, and determine staffing needs for various departments; coordinate recruitment and related advertising activities for classified and academic job vacancies; direct the preparation, and placement of announcements for job openings, and ocassionally participate in interviews for the purpose of ensuring District positions are filled in a timely manner with the candidate who best meets the job requirements.

Develop and prepare the annual preliminary budget for the Human Resources department; analyze and review budgetary and financial data; control and authorize expenditures in accordance with established limitations for the purpose of maintaining department fiscal responsibility.

Serve as a member of the Superintendent's cabinet; provide technical information and assistance to the Superintendent regarding Human Resources issues, needs, services and activities; participate in the formulation and development of related policies, procedures and programs.

Maintain current knowledge of laws, codes, regulations and pending legislature related to personnel activities; modify programs, functions, and procedures to assure compliance with District, State, and Federal requirements as appropriate.

Coordinate, attend, and conduct a variety of meetings and committees; present materials and information concerning Department programs, services, operations, and activities; represent the District at local, regional, and State meetings, conferences, in-services, boards, councils, and events.

Assists other personnel as may be required for the purpose of ensuring an efficient an effective work environment.

Job Requirements: Minimum Qualifications

Skills, Knowledge and Abilities

SKILLS are required to perform single, technical tasks with a need to continually upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: preparing and maintaining accurate records; planning and managing projects; using pertinent software applications; and excellent verbal and written communication skills.

KNOWLEDGE is required to perform basic math, including calculations using fractions, percents, and ratios; read technical information, compose a variety of documents, and facilitate group discussions; and solve practical problems. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: employment laws, worker's compensation, benefits administration, employee relations, practices and procedures of a Human Resources office.

ABILITY is required to schedule and attend a significant number of activities, meetings, and events; often gather, collate, and classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing defined but different processes; and operate equipment using standardized methods.

Ability is also required to work with a significant diversity of individuals and groups; and work with data of varied types and purposes. Independent problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited to moderate. Specific ability-based competencies required to satisfactorily perform the functions of the job include: working with detailed information/data; plan and organize work; working with frequent interruptions; working as part of a team; setting priorities; meeting deadlines and schedules; maintaining a high standard of confidentiality regarding sensitive and priviledged information; and communicating with diverse groups.

Responsibilities include: working independently under broad organizational guidelines to achieve unit objectives; managing a department; Utilization of resources from other work units is often required to perform the job's functions. Working Environment

The usual and customary methods of performing the jobs functions require the following physical demands: some lifting, carrying, pushing, and/or pulling and significant fine finger dexterity. Generally the job requires 60% sitting, 35% walking, and 5% standing. This job is performed in a generally clean and healthy environment.

Experience: Job-related experience in Human Resources is required.

Education: Bachelors degree in Human Resources or job-related area is required.

Certificates: Human Resources Certification (PHR or SPHR) is preferred.

Clearances: Criminal Justice Fingerprint/Background Clearance.
