Description: Under the direction of the Executive Director of Human Resources, the Director of Human Resources assumes responsibility for various personnel functions and/or employee groups in the areas of recruitment, selection, compensation, performance management administration, compliance reporting, staff development, employee relations, labor relations, or other human resource programs initiatives as delegated by the Executive Director of Human Resources. The Director of Human Resources is expected to provide broad program oversight and administration in assigned areas, including management advice and assistance to district administrators in matters pertaining to Human Resources.

Job Summary:

  • Plans and administers human resource functions, programs and activities as delegated by the Executive Director. Formulates, administers and implements programs and human resource functions in the areas of recruitment, selection, orientation, performance management, employee relations, and training/staff development.

  • Plans, develops and recommends personnel policies, procedures and strategic objectives for assigned areas of responsibility for approval by the Executive Director.

  • Oversees and assists in the preparation of compliance reporting or other human resource reports in matters pertaining to human resource practices, activities, and laws. Monitors assigned program activities to determine if district human resource procedures and actions meet state or federal rules, guidelines and/or requirement.

  • Plans for, coordinates and implements staff development, orientation, or educational opportunities activities and programs for staff.

  • Consults and collaborates with district administrators and staff concerning human resource issues pertaining to;

  • staffing

  • employee relations

  • employee recognition

  • performance management

  • labor relations

  • policies

  • procedures

  • sound human resource practices

  • compliance.

  • Provides advice and assistance related to the administration of federal and state regulations pertaining to the ADA, FMLA, FFCRA, etc.

  • Provides advice and assistance and in the administration and ongoing review of the classification system and documentation of essential duties and functions of all district positions.

  • Lead, assist and participate in collective bargaining negotiations.

  • Lead, assist and participate in the review and revisions of non-bargaining unit benefits and compensation.

  • Collaborate with District Administration in the development of bargaining proposals, strategies, and contract language issues in preparation for bargaining.

  • Collaborate in the investigation, interpretation and resolution of disputes and grievances over contractual issues and provides recommendations regarding policies and procedures to facilitate and promote employee relation goals and objectives of the district.

  • Supervises and coordinates the activities of personnel support staff in their administrative and support duties in the Human Resource Department in the maintenance of human resource records and human resource support functions.

Qualifications:

  • B.S. B.A. Required in Human Resources, Personnel Management, Business Administration or related personnel/human resources field. MBA, JD preferred.

  • Five to seven years' general experience in the human resources field (preferably in the public sector).

  • Experience as lead negotiator in collective bargaining.

  • Experience in the administration of federal and state laws pertaining to leaves, COVID-19, FLSA, Wage and Hour, Title IX and ADA.

  • Experience in conflict resolution processes.
