JOB TITLE: Director of HRIS Compensation, Operations & Strategic Staffing

WAGE/HOUR STATUS: Exempt

REPORTS TO: Senior Executive Director of HR & Employee Services

PAY GRADE: Admin/Prof 8 [230 Days]

DEPARTMENT: Human Resources & Employee Services

This position is eligible for a Non-Chapter 21 Contract

PRIMARY PURPOSE: Responsible for managing the areas of Compensation, Position Control, District Staffing, and HR systems through analysis, development, evaluation, and implementation of the district's compensation plan, position control, and data entry. Programs are designed to attract, retain, and motivate a highly skilled workforce while ensuring compliance with governmental regulations, internal equity, and competitive pay structure. Goals are achieved by providing the vision, leadership, planning, project coordination, and management for HRIS while concurrently facilitating efficient operations to meet current and future business needs within the Division of Human Resources [HR] & Employee Services under the direction of the Senior Executive Director of HR & Employee Services.

QUALIFICATIONS:

Minimum Education/Certification:

  • Master's degree with a major in Human Resources or related field and/or five [5] years of progressively responsible experience in Human Resources administration, including supervision of employees; three [3] years of which should be directly related to classification/compensation administration and/or position control (Required)

Special Knowledge/Skills:

  • Knowledge of classification principles and job evaluation methodology sufficient to apply appropriate techniques to classify positions

  • Knowledge of current State and Federal compensation and benefit rules and regulations through official publications and communication with appropriate agencies

  • Knowledge of applicable federal and state employment laws and regulations

  • Knowledge of HR practices and principles & HR documents system

  • Knowledge of school administrative practices and procedures

  • Knowledge and skill in functions/processes of a HRIS

  • Knowledge of computer-assisted compensation and benefits analysis techniques

  • Knowledge of certification rules and procedures

  • Knowledge of personnel records systems

  • Skill and knowledge in the collection, analysis, and determination of the relative market value and institutional application of quantitative salary and benefit survey data

  • Ability to effectively utilize and manage district human resources software systems, spreadsheets, and database programs

  • Customer service skills with the ability to work collaboratively with organizational teams

  • Strong analytical and problem-solving skills, with attention to detail

  • Skill and knowledge in the collection, analysis, and determination of the relative market value and institutional application of quantitative salary and benefit survey data

  • Effective communication skills to communicate with all levels of employees both verbally and in writing, including top management, sufficient to provide information, interpret policy, and to justify and persuade others

  • Skill in writing concise, logical, analytical reports and notes to justify compensation and benefits recommendations and decisions

  • Skill in computing rates, ratios, and percentages in gathering and applying salary and benefits data.

  • Ability to develop and implement action plans to address unique and unusual issues within compensation and benefits disciplines.

  • Ability to work in a diverse team environment with students, faculty, and staff.

Minimum Experience:

  • At least one (1) year of successful experience as a school administrator (Preferred), OR

  • Human resources staffing and recruitment experience in a public school system or government agency (Preferred), OR

  • Three years experience in human resources, staffing, and/or risk management in a public school system or government agency (Preferred)

  • Demonstrated commitment to providing exceptional service to both internal and external customers.

  • Five years experience in direct supervision of employees, three years of which should be directly related to benefits administration, risk management, employee relations, classification/compensation administration and/or position control (Preferred)

MAJOR RESPONSIBILITIES AND DUTIES:

Organizational Development and Improvement

  • Assist in identifying, supporting, and executing strategies to support the attainment of annual improvements for the department, division, and district.

  • Provide clear, consistent, and positive communication, guidance, and support to internal stakeholders and external partners, vendors, and stakeholders.

  • Assist the Senior Executive Director of HR & Employee Services with programs promoting employee retention and development as needed.

  • Communicate effectively with staff, district employees, community, and the school board in verbal, written, and other formats.

  • Focus efforts of the department toward the accomplishment of the district mission, vision, core values, district goals and strategic priorities.

  • Coordinate the preparation and approval of resource plans and budgets in support of district HRIS & Strategic Staffing objectives related to compensation.

  • Leads the HRIS staff that provides support to HR & Employee Services.

  • Designs a vision for broader compensation and benefits services and strategies, makes recommendations, and prepares proposals for new and improved programs based on district needs.

  • Advises managers and employees on resolutions for specific problems relating to salaries, job

  • classifications, and job content issues.

  • Coordinates the development and implementation of programs, special projects, research

  • studies and other department initiatives to identify best practices and process improvements in

  • order to promote functional efficiency and productivity.

  • Keep abreast of employment laws and HR best practices and make recommendations for improvement.

  • Prepare and recommend personnel policies and procedures that ensure compliance with policies, laws, and regulations governing district employees.

  • Collects and interprets area, regional, and state benefit information for all employee levels

  • using a variety of methods [including, but not limited to, personal contact, surveys and

  • publications, studies] to determine the competitive position of the district.

  • Participate or be informed about salary and benefits surveys and other benchmark studies, provide analysis on salary and benefits trends, and recommend solutions.

  • Perform all other tasks and duties as assigned.

Compensation

  • Administer, process, and maintain supplemental payments [extra duty, stipends, etc.].

  • Prepare salary payoff information for employees changing jobs [promotions/demotions/terminations].

  • Ensure HRIS solutions enable the compensation team to investigate and respond to salary review requests, process salary changes in accordance with Board of Trustee approved and prevailing compensation regulations, conduct routine salary surveys and market pricing as needed to monitor the competitiveness of positions within the district, and analyze survey data and recommend pay structure changes as necessary.

  • Evaluate and compare existing district compensation with those of other employers by analyzing other plans, surveys, and other sources of information.

  • Implement and maintain the job evaluation process and salary grading structure within the district including preparing job descriptions and defining job levels and families.

  • Prepare the annual surveys on professional personnel reports for district and federal uses.

Human Resource Information Systems [HRIS]

  • Promotes proactive approaches using HRIS to solve business needs/problems, enhances the understanding and acceptance of the HRIS capabilities by directing, researching, and resolving HRIS problems, unexpected results, or process flaws and recommends solutions or alternate methods to meet requirements.

  • Assists the IT Department in the review, testing, and implementation of HRIS system upgrades or enhancements, including maintenance of system tables, to ensure that HR needs are addressed.

  • Directs the digitization process of human resources files, including personal records created for display in TCM [Tyler Content Management].

  • Maintain documentation on HR systems processes, interfaces, and technology infrastructure.

  • Implement, maintain, and improve the human resource information system.

  • Build and monitor workflows for approvals in HR data system.

  • Lead teams to perform strategic impact analysis of existing processes, systems, and structures requiring change and provide estimates of effort; evaluate the design, quality, stability, and maintainability of custom code developed to fill gaps between standard CRM functionality and business requirements; review design and development efforts that will support future enhancements.

  • Performs other related duties as assigned.

Strategic Staffing

  • Help staff develop skills that increase their expertise and engagement while supporting organizational objectives.

  • Ensure the operation and auditing of the position database agree to the account codes of the budget.

  • Liaise with Finance and the Business Office to ensure budgeting initiatives are accurate and distributed timely.

  • Consistent monitoring and auditing of Position Control to assist District Leadership with forecasting future demand and district staffing based on projected student enrollment.

  • Ensure the proper position database is integrated with the school district's payroll system and accurately matches the account codes in the budget.

  • Direct the preparation and maintenance of such reports as necessary to carry out the functions of the department; prepare periodic reports for management, as necessary or requested, to track strategic goal accomplishment

SUPERVISORY RESPONSIBILITIES:

  • HR Staffing Coordinators [2]
  • Collaborate with the HR Coordinator of HRIS Operations & Strategic Staffing to oversee the HR Staffing Assistants [7]
  • Collaborate with the Senior Executive Director of HR & Employee Services to oversee the HR Coordinators of HRIS Operations & Strategic Staffing [2]

WORKING CONDITIONS:

Mental Demands/Physical Demands/Environmental Factors: Must maintain emotional control and exercise reasoning and problem-solving skills while under stress. Ability to stand or sit for extended periods of time, speak to diverse audiences, and periodically lift and move items up to 20 lbs. Overtime, night, and weekend work is required. Attendance to evening School Board meetings, presentations, ceremonies, and school/community programs is required. Travel inside and outside the school district for job-related functions (will at times require the use of own vehicle with mileage reimbursement as governed by policy). Maintain emotional control under stress. Performs other tasks, duties, and responsibilities assigned by the Deputy Superintendent or Senior Executive Director of HR & Employee Services.

Safety: Contribute to the prevention of accidents and injuries by observing safety rules and District policy, practicing the principles and skills taught in safety training, wearing personal protective equipment as required, reporting injuries and incidences immediately to a supervisor, and being proactive in the ongoing efforts to improve and maintain workplace safety.
