Oversees the Company's Global Trade Compliance functions (export and import compliance) and is responsible for; maintaining compliance to all necessary government regulations necessary to import and export goods, ensuring the expeditious flow of goods across country borders, utilizing applicable cost savings programs and supporting supply chain requirements and initiatives in a growing global company. Ensures the necessary trade compliance policies and procedures are in place and up-to-date and works with other compliance professionals to ensure that the company's trade compliance training is comprehensive, timely, accurate and properly documented. Ensures that trade compliance awareness and communications initiatives are consistent and effective, and works cross-functionally and collaboratively with business unit personnel to ensure rigorous implementation of the trade compliance program throughout all business units. This position typically works under limited supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision-making abilities.
Plans and directs the efforts of global trade compliance personnel to efficiently transact business across borders as advantageously as possible for Cubic, its customers, and its suppliers while adhering to international trade laws.
Develops the global import/export strategy that supports a dynamic manufacturing and distribution environment while providing operational leadership to the trade compliance team.
Directs and oversees internal self-audits of business units to maintain global trade compliance best practices.
Establishes the strategic direction for import and export management and compliance activities at the enterprise level including all transactional activity, trade infrastructure & training. Partners with leadership and stakeholders to coordinate, oversee and support these efforts.
Oversees the management of relationships and agreements with third parties including Freight Forwarders, Customs Brokers and other third parties involved in the import and export process.
Mitigates risks associated with import/export operations and identifies and manages compliant cost-saving global trade programs and government trade initiatives.
Continuously monitors the effectiveness and efficiency of the Corporation's global compliance infrastructure.
Directs and oversees the management of HTS classification activities, and identify duty drawback opportunity and trade program eligibility, i.e. NAFTA.
Manages trade related infrastructure investments and implementations.
Manages all aspects of budgeting including monthly outlooks and forecasts.
Directs and oversees all regional trade compliance teams in New Zealand, Mexico, UK and US.
Designs and implements compliance reviews and assessments of sector and corporate global trade activities.
Manages compliance requirements in merger, acquisition and divestiture due diligence and integration activities.
Coordinates with the Legal Department on investigations and disclosures of incidents of potential non-compliance and on requests for information and product verification inquiries from USG and third parties.
Supports M&A due diligence and post M&A integration.
Gathers and leverages global trade metrics for performance management tracking with the goal of improving the organization's supply chain operations.
Serves as an Empowered Official for Cubic Corporation before the U.S. Department of State.
Minimum Job Requirements:
Four-year college degree in Business or related field plus a minimum of twelve years experience directly related to ITAR, EAR and/or AECA export licensing with Department of State and/or Department of Commerce.. MBA strongly preferred. Strong working knowledge of International Traffic in Arms ("ITAR"), Export Administration Regulations ("EAR"), and U.S. Customs and Border Protection ("USCBP") Regulations is essential. Ability to research complex theories of law in trade compliance and outline possible solutions, recommend courses of action, including risks and benefits. Proven ability to lead major, complex projects and execute on a timely and cost-effective basis. Proven ability to build, lead and maintain teams to accomplish goals across global organizational and functional boundaries without direct-line supervision.
