JOB SUMMARY: The Director, Forward Planning is responsible for overseeing all coordination with the VP, Forward Planning to meet the Divisions business strategies. The Director, Forward Planning will be the primary planning liaison between KB Home and director level staff of the Governmental Agencies during the entitlement and final engineering process as well as all departments in the Divisions. The position will be responsible for tracking, overseeing, and coordinating the processing of architecture, improvement plans, development permits, environmental permits, entitlements, and other agency approvals for all new communities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Acquisition Support- Responsible for assisting the acquisition team as needed with regards to planning, entitlement, or final engineering timelines and costs.

• Land Schedules- Responsible for overseeing all project schedule for all new communities to ensure compliance with land committee approved timelines.

• Land Budgets- Responsible for overseeing all fee and technical budgets for all new communities to ensure compliance with Land Committee approved budgets. This included oversight of the bidding, vetting, and hiring of consultants. 15%

• Human Resource Management- Responsible for the day-to-day personnel management of the planning staff including reviews, disciplinary action, promotions, training, etc.

• Entitlements- Responsible overseeing and/or performing the following:

• Processing through approval of Environmental Impact Reports (EIR), Mitigated Negative Declarations, etc.

• Processing applications for Planned Development, Rezoning, Tentative Map, Development Agreements, Design Review, General Plan Amendments, Variances, etc.

• Attend, participate, and present at City Council, Planning Commission, Public Outreach Events, etc.

• Work with Local, State and Federal agency staff on behalf of KB Home.

• Final Engineering and Permitting- Responsible for overseeing and/or performing the following Processing and approvals:

• Tentative Maps, Final Maps, and Condo Plans.

• Improvement Plans (in-tract and off-tract)

• Landscape Plans (model, production, parks, and other public amenities, etc.)

• Architectural and Structural Plans

• SWPPP and/or WQMP Plans (including all filings of NOI, NOT, etc.)

• Misc. Plot Plans, Precise Grading Plans, and Phasing Plans.

• Encroachment Permits, Environmental Permits, Building Permits, etc.

• Agency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement, etc.)

• Lot-line adjustments, Right-of-Way (ROW) Acquisitions, Easements, Land Dedications, etc.

• Form and fund Community Facilities Districts, Assessment Districts, etc.

EDUCATION/EXPERIENCE/MINIMUM REQUIREMENTS:

Education:

• Bachelor's Degree required in Public Planning, Business Administration, Engineering, or similar discipline.

Experience:

• Must have 6-8 years of experience in managing 5+ employees and 3+ years direct experience in one of the following: Land acquisition, land planning, land development, or other related experience in commercial or residential construction.

Knowledge, Skills & Abilities:

• Technical expert of environmental planning, master planning, mapping, and engineering.

• Strong analytical, organizational and communication skills required

• Strong market and financial analysis experience

• Proven strength in management, interpersonal and presentation skills

• Proven ability to manage multiple priorities in efficient and accurate manner

• Consistently shows attention to detail

• Intermediate computer skills are a necessity (Excel, Microsoft Project)

Work Requirements

• Must work 8-hour days (during core business hours) with flexibility for longer hours as needed

• Must conduct business in a professional and ethical manner to potential buyers, external business associates and coworkers to reinforce goodwill and profitability for the company.

COMPENSATION AND BENEFITS:

• Base Salary: The expected base salary range for this position is $165,000-$175,000 per year depending on experience, paid semi-monthly.

• Bonus: this position is eligible for an annual discretionary bonus
