Position Title Director of Fire and Emergency Rescue Announcement Summary

Fayetteville Technical Community College is seeking a highly motivated individual with exemplary leadership skills to serve as the Director of Fire and Emergency Rescue at the Dr. J. Larry Keen Regional Fire and Emergency Training Complex in Fayetteville, North Carolina. The 30-acre complex includes a 24,000 square-foot training center with classrooms, offices, simulation labs, locker rooms and three fire apparatus bays; a 140,000-gallon indoor swift water rescue tank; multiple burn buildings; trench collapse and confined space training; aircraft burn simulator; and grain bin and farm rescue area.

The Director of Fire and Emergency Rescue oversees the establishment, sustainment and advancement of fire and emergency rescue training within the local and regional market through the development of strategic partnerships, the effective and efficient use of personnel, budgets, and resources, and a strict adherence to established professional standards to render the highest level of training capabilities to ensure the programs' success and the development of highly trained professionals who contribute to public safety.

Duties

Duties may include, but are not limited to, the following:

  • Monitor, oversee, and coordinate the development and revision of academic standards related to all Fire and Emergency Rescue courses and programs; ensure that such courses and programs comply with College policies, procedures, goals and objectives, as well as the highest State and Federal fire and emergency rescue standards.

  • Coordinate with Fire and Emergency Rescue Academies, North Carolina Forest Service, local Fire and Emergency Rescue stations, NC Office of State Fire Marshal, North Carolina Community College System Regional Coordinator, and other state and federal agencies to develop a comprehensive training plan to meet their organizational needs. (Travel to agencies is required)

  • Ensure the submission and attainment of permits required for Fire and Emergency Rescue classes.

  • Ensure that the Fire and Emergency Rescue program maintains accreditation of Fire/Rescue Training and Delivery Agency status for FTCC through the N.C. Department of Insurance (DOI), and the National Fire Academy (NFA).

  • Attend conferences, workshops, and/or webinars presented by industry recognized organizations, and engage with industry recognized leaders and professionals to share best-practice experiences and knowledge related to fire, rescue and related training.

  • Inspect alternative training locations when needed and work in conjunction with the Division of Air Quality and the Department of Public Health to secure areas in which students can conduct real time drills and training scenarios.

  • Recruit, supervise, train, motivate, and evaluate faculty and administrative staff; establish and monitor employee performance objectives; prepare and present employee performance reviews; provide or coordinate staff training.

  • Oversee and coordinate the operations of the delivery of instruction; monitor and evaluate workload; ensure the availability of adequate faculty, supplies and materials essential to the delivery of Fire and Emergency Rescue training programs; and evaluate policies and procedures to ensure compliance with industry standards.

  • Develop and oversee a Fire and Rescue Equipment inspection and documentation process to ensure all training equipment meets safety standards and regulations.

  • Participate in the marketing of Fire and Emergency Rescue classes to the community; develop brochures, fliers, newspaper and radio ads; recruit students; make presentations to the community, and industry contacts.

  • Participate in the development and administration of the Fire and Emergency Rescue training budget; forecast and recommend additional funds needed for staffing, equipment, materials, and supplies; monitor and recommend approval of expenditures.

  • Confer with and provide staff assistance and advice to the Associate Vice President; develop, prepare, and present recommendations and reports as requested.

  • Oversee the Fire and Emergency Rescue facilities complex and coordinate with Facilities for maintenance and other needs to maintain.

  • Resolve complaints or problems among faculty, staff, and students within the program/concentration area and advise supervisor(s) of potential escalation of problems, as appropriate.

  • Visit and verify classes in accordance with the College Accountability Plan; monitor and ensure accuracy and timely submissions of all OSFM, NCCCS Fire, and FTCC compliance documents; and instructor and staff contracts and time sheets.

  • Perform related duties as assigned.

Minimum Qualifications

An Associate's degree from an accredited institution in Fire Science or related field, N.C. Fire Officer III and N.C. Qualified Fire Instructor Level III or a Bachelor's degree in a related Fire or Emergency Management field of study.

Must be currently certified as a NC Firefighter, Driver/Operator, Technical Rescuer, Airport Firefighter, E.M.T. and Haz Mat Responder Level III.

OSFM NC School Director Qualification and Ten (10) years of experience as a NC Qualified Firefighter Instructor, Driver Operator Instructor, and Airport Firefighter Instructor.

Ten (10) years Fire Service Training Program Management experience.
