Director Of Financial Services

Department Administration/Financial Services Type of Position Full-time Salary/Pay Rate $78,000 - $105,000 Deadline to Apply ongoing MINIMUM QUALIFICATIONS Bachelor's degree in accounting; expertise in the principles and practices of public agency finance, including investment, treasury, general and governmental accounting, auditing, and reporting functions with a minimum of 5 years' experience in the field; and a minimum of 3 years of supervisory experience. Previous auditing experience is required and CPA designation is strongly preferred.

REQUIREMENTS Must pass a criminal background investigation, pre-employment physical, and drug test. NATURE OF WORK PERFORMED This position is a key member of the City's administrative team that receives administrative and general policy direction from the Business Administrator and Director of Budget & Finance. This position, among others, is responsible for the financial health and security of the organization.

The individual plans, organizes, provides administrative direction and oversight for and participates in all financial and related functions and activities, including investments, financial transaction processing, and record keeping and reporting; provides professional assistance to City management staff in areas of expertise; and fosters cooperative working relationships with other City departments and state and federal regulatory agencies. EXAMPLES OF WORK PERFORMED Establishes and maintains positive banking relationships with financial institutions and reconciles all bank accounts and purchase allowable investments with City funds; monitors and controls the City's cash flow to meet business and investment needs; supervises the accounts payable function and the cash collection process; reviews financial details to ensure the City is in compliance with federal, state and local financial and account requirements; oversees the annual Financial Statement audit process; responsible for various audit workpapers (examples include but not limited to: Fixed assets by department, accounts payable totals, accounts receivable calculation, capital lease journal entries, operating lease journal entries, etc.).; works with outside financial advisor, rating agencies and bond insurance companies to obtain bond financing of major capital projects; reviews all new and revised computer modules for the financial reporting system; participates with various committees: purchasing, financial advisors and finance.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES Comprehensive knowledge of modern principles and practices of governmental accounting, including investment, treasury, and auditing. Ability to create and reconcile accounting records and prepare reports. Excellent written and verbal communication skills.

Proficient in Microsoft Office Suite, especially Excel, as well as budget creation and analysis software. Excellent organizational skills and attention to detail. Ability to establish and maintain effective working relationships with others.

Ability to prepare clear and comprehensive reports.
