SUMMARY OF ASSIGNMENT

Under the direction of the Assistant Superintendent for Business Services, ensure the efficient and effective operation of the finance, accounts payable and payroll departments. Establish and maintain positive relationships with a diverse population within the department, district, and community. This position directly supervises managers and several professional/technical and clerical positions.

ESSENTIAL FUNCTIONS

  • Ensure the district's overall financial integrity, stability and best practices in all financial operations.

  • Coordinate and supervise the preparation, maintenance and monitoring of the District' budget; ensure compliance with the Office of the Superintendent of Public Instruction (OSPI) rules and requirements, as well as the Accounting Manual for Public School Districts in the state of Washington.

  • Lead the development of the District budget including forecasting revenues and expenditure trends, analyzing requests for increased funding and balancing expenditures with projected revenue and local support for all programs and departments. Assist with data analysis, budget presentation and data forecasting as assigned.

  • Serve as the district spokesperson for the planning, implementing, and effective execution of the annual budgeting process.

  • Monitor and interpret legislative action that impacts the District's financial resources; provide feedback to appropriate district and state personnel.

  • Monitor actual revenues and expenditures to the adopted budget and provide periodic financial updates to the superintendent's council, school board and various groups/committees.

  • Interpret and explain the District's fiscal status to a variety of diverse constituents including administrative staff, community members and parents.

  • Supervise and participate in the maintenance of financial control records for funds received through state aid programs and bond issues; supervise preparation of required reports; conduct special financial, statistical and analytical studies.

  • Provide fund balances, revenues, expenditures, cash-flow projects, information and recommendations to the superintendent, council and the Board of Directors regarding the financial condition of the District.

  • Reconcile, present, and interpret periodic reports to the superintendent, board, council and other officials, as appropriate.

  • Utilize technology to provide clear fiscal reporting in an understandable format.

  • Serve as a member of the District's bargaining team, provide fiscal information to union leaders as appropriate, create and prepare fiscal reports and presentations for bargaining.

  • Assist with hiring, supervise, train, review and evaluate the work of the finance, accounts payable and purchasing staff. Provide leadership and model appropriate professional conduct to staff. Maintain productive and positive working relationships with staff, colleagues, and all others.

  • Analyze and evaluate data and monitor trends to facilitate departmental planning; identify and research issues and recommend problem-resolutions; forecast staffing needs; prepare written reports as needed and maintain knowledge of current financial and business operations management methods and processes.

  • Continue professional certification and study.

  • Respond positively to suggestions for professional improvement.

  • Modify own behavior on the basis of self-appraisal.

MINIMUM QUALIFICATIONS

Education and Experience

  • Bachelor's degree in accounting, Finance, Business, Public Administration, or other relevant field.

  • Five (5) years of increasingly responsible financial management experience including budgeting experience.

Required Knowledge, Skills, and Abilities

  • Excellent communication and human relation skills.

  • Knowledge of effective management techniques and problem solving skills.

  • Knowledge of school finance and accounting principals.

  • Experience in financial management, accounting, budget preparation, and the use of computerized budgeting and financial information systems.

  • Proficient knowledge and experience operating a personal computer and applications in word processing, spreadsheet, database, and presentational software.

  • Knowledge of federal and state fiscal regulations.

  • Knowledge of District policies and procedures.

  • Knowledge of diverse, socioeconomic, cultural and ethnic backgrounds of the community's citizens.

  • Skill in managing crisis situations.

  • Demonstrated proficiency in written and oral communication.

  • Ability to maintain strict confidentiality.

  • Ability to prepare comprehensive reports, materials, and correspondence.

  • Ability to observe, monitor, and evaluate employee performance.

  • Ability to exercise independent judgment.

  • Ability to take initiative, work independently, and effectively manage multiple projects with conflicting deadlines and/or priorities.

  • Ability to exercise sound decision making skills.

  • Ability to establish and maintain effective working relationships with administrators, staff, community, outside agencies, and the general public.

Certification and Licenses

  • None.

DESIRABLE QUALIFCATIONS

  • Master's degree in accounting, Finance, Business, Public Administration, or other relevant field.

  • Certified Public Accounting certification

  • Five (5) years of increasingly responsible financial management experience in school administration including budget experience.

  • Advanced level Excel skills and a strong technical knowledge of current technology applications and report writers.

WORKING CONDITIONS

Work is performed in an office environment. Some travel to various schools and community sites is necessary. Must be able to use fingers, hands and arms and listen carefully and focus while filtering out normal office noise. Teamwork and high productivity requirements create frequent extra hour days, attendance at meetings before and after work and weekend work. Dexterity of fingers and hands to operate a computer keyboard and ability to sit before a computer monitor for prolonged periods.
