The School of Nursing (SoN) has an outstanding opportunity for a Director of Finance. Reporting to the Chief Operating Officer (COO), the Director is responsible for the fiscal services and budget operations of the School, including the Office of the Dean, two departments and multiple centers and programs. This position serves as a strategic-level advisor to the School's leadership; represents the COO at meetings and committees; and with delegated authority, develops designs, directs, and manages the financial reporting & budgeting activities for the School.

DUTIES AND RESPONSIBILITIES

Leadership and Operational Management (40%):

Provides administrative leadership, directs, and guides operational oversight for all business and fiscal services for the School, including grants, gifts, and service agreements.

In partnership with the Chief Strategy Officer (CSO) and COO; develops departmental strategic plan by studying technological and financial opportunities; presenting assumptions; recommending objectives.

Provide strategic guidance to executive leadership on all school fiscal and budgetary matters.

Works with SON executive team and other staff to assure school-wide budgeting and fiscal service needs are met.

Lead the development and implementation of school-wide trainings to improve financial literacy amongst budget owners and support staff.

Provide policy and operational direction to Departments and operational units on internal control systems.

Promotes an environment supportive of the SON mission and vision, and values.

Supervise the Finance and Payroll team.

Budget, Fiscal Management and Compliance (40%):

Oversee development, implementation, and management of UWSoN budgets, including but not limited to: the school-wide annual budget planning process, grants, contracts and gift funds.

Provides fiscal oversight of budgets and fiscal activity throughout the year.

Oversee the financial activities of the Dean's Office operations, including purchasing, travel, petty cash and reconciliation, grants & contracts administration and equipment inventory.

Direct the PCE budget process: budgeting, reconciliation, allocation or surplus, point of contact for EO, final approval of budget and changes.

Manage School of Nursing State budget biennium closing process.

Direct the summer quarter budget process. Works closely with the CSO and COO to ensure alignment of school finance with the SON strategic plan and priorities.

Oversee School of Nursing RCR allocation and salary recapture processes.

Monitors use of revenue and reserve accounts and ensures the School maintains appropriate level of reserve balances.

Develop and implement a school-wide internal audit plan.

Direct external/internal audits as necessary to satisfy special requests for information by entities external to the UW School of Nursing and provide oversight to departments and units on internal/external audit process, to resolve audit issues; and, make recommendations, and follow up on implementation. Interpret and integrate federal, state and University policies and regulations. Consult with UWSoN executive leadership and appropriate department(s) to identify and define key issues and areas of risk and concern.

Promote compliance and manage risk in accordance with UW and SoN policies.

Analysis and Reporting (20%):

Develop, oversee, and provide financial reports and interpretive analysis to support campus level policy decisions and stewardship of campus assets.

Direct the preparation of business analyses, proposals and implementation plans for new programs, and the analyses of adjustments to existing programs.

Facilitate the compilation of data and prepare periodic annual reports for the School of Nursing.

Direct the development of various financial and administrative reports and compile data for forecasting, trending, and analysis as part of the cost accounting and analysis system to support leadership decision-making.

Analyze changes in funding to the School based on legislative, enrollment, historical data economic outlooks and other external factors that affect revenue and/or expenses.

MINIMUM REQUIREMENTS

Bachelor's degree in Finance, Accounting, Business, Public Administration, or related field OR equivalent combination and education and years of experience.

6-8 years of supervisory level accounting and/or budget work within a governmental fund structure to include budget coding systems, monitoring expenditures, and reconciling funds, within one or more of the following: A State of Washington agency or subdivision, or any higher education institution, public or private Progressive supervisory responsibility, including supervision of full-time classified and/or professional staff, and including supervision of employees who supervise others.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

ADDITIONAL REQUIREMENTS

Demonstrated leadership skills in fiscal analysis and forecasting, budgeting, finance or management.

Comprehensive understanding of current modern principles, practices and methods of accounting, internal accounting , budgeting, fund accounting and generally accepted accounting principles (GAAP), with the ability to work with a complex fund structure, detailed budgets, and extensive chart of accounts.

Ability to monitor and review input and output of financial data and develop fiscal queries and reports.

DESIRED QUALIFICATIONS

Master's Degree in Finance, Accounting, Business Administration, or related field.

Working knowledge of operating procedures in a large research university and have strong analytic skills and proficiency in financial and decision support systems.

Experience with Workday Finance.
