The Medford Public Schools seeks an enthusiastic school business official who is looking for an opportunity to join a dynamic team and share their financial expertise with the school district and community. Position Purpose

The School Business Official (SBO) works under the general supervision of the Superintendent of Schools. The SBO manages business office operations, collaboratively oversees the financial functions of the district, and supervises Finance Department staff including HR, Payroll, Accounts Payable. In addition, the SBO works closely with the Superintendent, School Committee, Human Resources Director, the Director of Pupil Services and the Assistant Superintendent(s).

Essential Functions

  • Supervises the fiscal operations of the school district using standard accounting and bookkeeping principles and procedures in accordance with Board policies, rules and regulations, and applicable laws.

  • Maintains accurate, up-to-date records of accounts receivable, accounts payable, and the financial position of the school district in order to ensure that the school district is able to maintain its operations and remain within fiscal year budgets.

  • Assists the Superintendent by preparing annual budget document requests, scheduling departmental pre-budget meetings and other as needed to maintain and improve educational opportunities.

  • Prepares monthly bi-weekly Payroll and Payables reports, quarterly reports, and other information or documents as requested.

  • Secures an annual audit of the school district's finances and completed DESE End Of Year Report

  • Organizes and maintains a system for accurate and complete record-keeping and reporting for all financial records as required by law.

  • Oversees all school district purchasing, banking activities, payroll and employee benefits programs.

  • Establishes, monitors and manages all safety and risk management policies, procedures and practices for the purpose of ensuring a safe environment for employees and students in their use of school facilities and transportation, and to comply with legal requirements (e.g., OSHA, Workers' Compensation, Unemployment).

  • Oversees the school district's transportation programs, including bus routes, schedules and contracts to ensure that the school district has an adequate and cost-effective student transportation system.

  • Assists the Superintendent in negotiations and recommendations regarding salaries and benefits for all school district employees.

  • Manages and continue development of automated systems related to School Business Operating functions including but not limited to Payroll, Recruiting/Hiring, Staff Database Management, Benefit monitoring

  • Oversees the administration of employee benefits and the payroll function.

  • Continues to acquire professional knowledge and learn of current developments in the educational field by attending seminars, workshops or professional meetings, or by conducting research.

  • Represents the school district as necessary in off-site meetings, associations, etc.

Additional Duties

Performs other related tasks as assigned by the Superintendent.

Travel Requirements

Travels to school district buildings and in-state professional meetings as required.

Knowledge, Skills, and Abilities

  • Knowledge of best practices in GAAP, GASB and municipal fund accounting and bookkeeping principles.

  • Ability to utilize and train in Technology platforms (e.g., MS Suite, Google Suite, Accounting systems, Presentation forums).

  • Ability to analyze accounts and project revenues for up to date situations that may impact school finances.

  • Knowledge of applicable federal/state laws and local bi-laws regarding school district finance, transportation, safety and health, and other areas under responsibility.

  • Ability to develop and implement projects.

  • Effective verbal and written communication skills.

  • Ability to organize multiple tasks under conflicting time constraints and pressure situations

  • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

External to the School Organization: Works closely with City officials and City finance departments including: Treasury, Finance/Audit, Budget, Procurement and may present to various advisory committees of the School Committee as necessary and/or City Council.

Qualifications Profile/Certification/License:

  • SBO License required for position.

  • MCPPO preferred or required within 3 years of employment

Education

Bachelor's Degree Required

Masters Degree preferred in finance or applicable business degree program from an accredited college or university

Experience

3 years of successful administrative experience in SBO role preferred
