Oversees financial and accounting procedures within the Nineteenth Judicial Circuit, ensuring efficiency and compliance. Responsible for formulating and executing budgets, interpreting financial data, and implementing strategies to control costs. Performs the following key duties to streamline financial operations and optimize resource allocation. The position is under the general direction of the Executive Director of the Nineteenth Judicial Circuit.

Salary is annually, commensurate with experience.

Essential Functions

  • Develop and prepare the annual budget for the 19th Judicial Circuit Court, including compiling position inventories and establishing new program requests.

  • Establish financial benchmarks and metrics to measure, monitor, and improve financial and programmatic outcomes.

  • Develop recommendations regarding the fiscal aspects of the Court through thorough analysis and synthesis of gathered data.

  • Provide technical assistance to Directors on financial matters, including budget preparation, reviewing current expenditure levels, and projecting yearly expenditures.

  • Ensure compliance with fiscal policies and funding agency requirements.

  • Establish policies and procedures to effectively implement budget directives and ensure adherence to financial guidelines.

  • Collaborate with county departments, the Administrative Office of the Illinois Courts, and Circuit Court management to analyze fiscal areas and provide recommendations.

  • Review and approve accounts payable, accounts receivable, credit card transactions, and monthly reconciliation.

  • Manages billing processes for reimbursement from state agencies related to probation officer salaries, legal services, Juvenile School program expenses, and other eligible programs.

  • Compile and submit grant applications, maintain grant files, and monitor grant-funded programs.

  • Lead the annual development of departmental goals, ensuring alignment with the overall strategic objectives.

  • Research best practices and evidence-based programs and incorporate them into activities to enhance effectiveness and efficiency.

  • Present information clearly and concisely to multiple stakeholders, including the Chief Judge, Executive Director, and County Board.

  • Manage a team of individuals, including setting performance goals, conducting annual performance evaluations, and providing ongoing coaching and development.

  • All other related duties as assigned.

Knowledge Skills Abilities and Education Required

  • Advanced knowledge of generally accepted accounting policies and procedures, principles, and practices of governmental accounting and public finance.

  • Considerable knowledge of budgeting and forecasting methods, public administration, auditing, and grants management.

  • Ability to establish internal controls and audit procedures.

  • Knowledge of procurement policies and procedures, ensuring compliance with governmental standards and state and federal grand funding requirements.

  • Skilled in interpreting financial data and conducting insightful analysis for strategic decision-making.

  • Effective leadership abilities to guide finance teams and collaborate across departments.

Education and/or Work Experience Requirements (Ed and/or Other Requirements)

  • Bachelor's degree in accounting, finance, or related field required with five years of experience.

  • Master's or graduate degree preferred with three years of supervisory experience.

  • Valid driver's license required.
