School Summary

California Connections Academy Schools form a network of tuition-free, online public charter schools. The non-profit corporation California Online Public Schools operates the California Connections Academy charter school network, which currently has 4 schools serving students in 25 counties, and which will expand to six schools serving students in 32 counties in 2019-20.

Administrative support positions provide support for all of the schools within the network while based from one of the school office locations. Each of the California Connections Academy Schools within the network is accredited by the School Commission of the Western Association of Schools and Colleges (WASC).

Position Summary:

As part of the Business Services Department, provide "central office" fiscal services to the charter school network, including: charter budget development and monitoring, financial planning and reporting, preparation for annual audits, contract and facility duties, oversight for financial accounting, attendance accounting and payroll processing, and other related business services; develop and maintain analytical tools to assist in planning; and to do related work as required.

Responsibilities:

Fiscal Oversight/Administration: Monitor fiscal status of the organization in order to confirm ongoing ability to meet expected financial obligations.

  • Work with other members of the Business Services Department and Governing Board to address long-term fiscal planning needs

  • Maintain effective working relationships with authorizing districts, county offices of education and California Department of Education (CDE) to assure the timely and accurate transmittal and recording of financial information and all required reports

  • Monitor and prepare financial transactions to assure accuracy, completeness, and compliance with State and Federal law

  • Coordinate, plan, prepare for and oversee all audit activities by external/independent auditors

  • Participate in submission of various grant applications, in coordination with other members of the school leadership team

  • Assure that business and financial data is maintained in an accurate fashion on the systems maintained by the organization, including review of monthly financial statements and back up documents

  • Provide assistance with oversight and relationships regarding facilities, including leases, maintenance, etc.

  • Review, monitor and provide input on contracts.

  • Monitor and track all school assets

  • Manage Student Records Department.

  • Oversee Bank Accounts and individual school funds for each Charter School within the Organization

  • Implement Board approved fiscal policies and internal controls and contribute to regular updates of various board and school policies

  • Oversee flow of fiscal information between organization and back office service provider

  • Monitor receipt of governmental funds and facilitate collection of local revenues from various sources

  • Assist third parties requesting fiscal information concerning organizational activities and public records requests

  • Stay current on charter school best practices, legal and regulatory matters, especially as related to finance matters

  • Perform other related duties as required

Financial Reporting: Prepare all financial reports required by State and Federal law. Prepare and present financial reports to the Board and all outside agencies, including authorizers, county offices, SELPA(s) and CDE, as required.

  • Prepare budgets, multi-year projections, and LCAP financial data for approval by the Board of Directors

  • Provide information and updates regarding revenue projections for all charter school funding sources

  • Oversee payroll processing, including monitoring of employee benefit programs.

  • Complete all school level accounts payable/receivable processing and oversees and tracks items paid through the back office service provider.

  • Oversee preparation and submits all attendance reporting for authorizers, county offices, and CDE

  • Create various policies and procedures for accurate attendance accounting, including annual attendance calendar

  • Manage school funds on deposit at the County Treasuries

  • Prepare and submit fiscal reports for each school including interim and year end

  • Prepare and submit fiscal reporting related to federal programs and grants, including cash balances, interest reporting, Consolidated Application, and grant tracking

  • Prepare and submit Funding Determination Forms for each school

  • Assist with preparation of fiscal information for charter renewals, applications and oversight

  • Prepare monthly report for the Board on school financial position and various compliance and reporting requirements

  • Perform other related duties as required

Requirements

  • Three to five years school financial oversight experience.

  • Bachelor's Degree, with Master's Degree preferred.

  • Proficient with Microsoft Office products, especially Excel, as well as the Google Suite of tools

Preferred:

  • In-depth knowledge of accounting methods, practices, and procedures, including comprehensive financial reporting, especially related to charter school requirements;

  • In-depth knowledge of auditing theory, principles, and practices, and their application to education finance and charter school finance;

  • Understanding of cost accounting and reporting requirements for charter schools required by State of California rules and regulations;

  • Understanding of methods of determining and apportioning charter school revenue;

  • Knowledge of and experience with data processing applications for accounting and financial reporting.

  • Knowledge of and experience with charter school reporting requirements, including those specific to non-classroom based schools.

  • Proven leadership and organizational skills

Ability to:

  • Serve as a comprehensive resource on financial and statistical record keeping and state reporting requirements;

  • Perform technical accounting and financial reporting work;

  • Monitor fiscal reporting systems;

  • Make arithmetical and other fiscal calculations quickly and accurately;

  • Provide advice, guidance, and assistance to others on fiscal methods and procedures;

  • Interpret and apply complex technical oral and written directions;

  • Analyze problems and recommend effective solutions;

  • Use initiative and proper judgment;

  • Work confidentially with discretion;

  • Type accurately at a rate required for successful job performance;

  • Write and speak clearly and effectively;

  • Deal tactfully and courteously with the public, all outside agencies such as authorizers and back office providers, school leadership, and with other school employees when performing financial and reporting work;

  • Establish and maintain cooperative-working relationships with those contacted during the course of work.

  • Consistently meet deadlines
