Job Description

The Director of Facilities leads a Facilities team of approximately 19 employees and oversees the coordination, implementation, execution, and management of all major functions of the WNC Facilities Department. This includes in-house construction and remodel, maintenance, HVAC, carpentry, custodial, grounds, utilities and energy management systems as well as motor pool and mail services. WNC has three main campuses (Carson City, Fallon and Minden) with a total of over 12 buildings. The individual in this position is responsible for the scheduling and supervision of maintenance and repair activities, contracted services, and custodial services and ensuring the physical operation of the college meets budgetary and strategic objectives.

Duties & Responsibilities:

  • Provides leadership for the facilities team, ensuring positive departmental morale and a productive, team-oriented work environment.

  • Develops cost estimates for facilities projects including costs for labor, equipment and materials.

  • Oversees construction and design projects to ensure compliance with applicable codes, regulations, architectural standards and contractual requirements.

  • Performs or facilitates inspections of all parts of the campus infrastructure including physical plant and grounds; approves renovations, maintenance, and installations when necessary.

  • Maintains the preventative maintenance and work order system documenting facility use, maintenance schedules, and any other information required by internal policy or by local, state, and federal agencies.

  • Maintains a proactive dialogue and working relationship with staff from other departments to ensure facilities needs and problems are quickly communicated, identified and resolved.

  • Maintains a building access system to ensure safety and security of the facilities and compliance with project specific requirements.

  • Collaborates with staff and stakeholders to review and update the organizations' physical master plan.

  • Works collaboratively with the finance team to develop, track and meet the facilities management budgets.

  • Develops and implements department goals, objectives, policies and procedures.

  • Provides supervision of the facilities department personnel to include timely annual evaluations and coaching, scheduling, hiring and deployment of resources.

  • Ensures campuses are inspected regularly and maintains a schedule for the team on regular and off-cycle maintenance.

  • Prepares specifications for and develops project timelines; estimates costs of equipment, materials, labor and supplies; prepared bid specifications for projects, equipment and contracted services; supports the review of bids; oversees site and building projects performed by outside contractors.

  • Plans, coordinates and manages construction activities throughout the college's service area, including working with end users, contractors, architects, engineers, college staff and government agencies; monitors and reviews contract progress to ensure projects are completed safely, within budget and on time.

  • Interacts with campus employees and outside contacts to provide information and respond to a wide range of customer requests. Uses judgement and makes decisions to dispatch work appropriately, communicating verbally, in writing, via text and email to solve problems, coordinate schedules, and provide a high level of service.

  • Assists in the development of long term strategic and capital outlay plans for the college, with a focus on space planning and management; prepares required reports.

  • Assists in the management of hazardous and universal wastes, occupational safety programs, asbestos, mold and indoor air quality investigations and corrective actions.

  • Develops and monitors department budgets and expenditures, reconciles records with budget reports, initiates purchase requisitions and maintains inventories for departmental and college-wide supplies, equipment and services, and assists in the procurement of materials. Reviews and approves invoices for campus operations.

  • Presents information to college or System management teams and/or Board of Regents and/or elected officials regarding project or program status.

  • Other duties as requested.

Minimum Qualifications:

  • Master's degree in engineering, architecture, or closely related field and three years of related professional experience that includes increasing responsibility with building and facilities management and direct supervision responsibilities including employee development, training, coaching, mentoring and performance evaluation.

  • An equivalent combination of education and experience may be substituted for the Master's degree (i.e., BA+4 yrs related professional experience). A minimum of a Bachelor's degree is required.

Preferred Qualifications:

  • Possession of, or ability to obtain, an appropriate State of Nevada contractor's license in one of the building trades.

  • Higher education and/or public administration experience.

  • Experience in management of real estate planning with the ability to plan, develop and implement financing strategies required to fund projects.

  • Professional Engineer (PE) license or license to practice architecture a plus.

Knowledge, Skills and Abilities:

  • Knowledge of, and ability to comply with, pertinent Federal, State and local laws, codes and regulations as they relate to physical facilities, equipment, and related structures.

  • In-depth knowledge of safety protocols and procedures and ability to create an effective and strong safety culture.

  • Knowledge of the basic principles of budget preparation and controls, including deferred maintenance programs.

  • Proven influential leadership, administrative and problem-solving skills.

  • Demonstrated ability to work collaboratively and effectively with senior administrators, faculty and staff, balancing the diverse and sometimes opposing needs of different groups, to proactively provide optimum solutions.

  • Ability to produce, read, and interpret plans, schematics, and specifications, and working knowledge of materials, techniques and procedures used in the fields of carpentry, plumbing, mechanical and electrical systems.

  • Advanced computing skills including Microsoft Office Suite, AutoCAD (or similar computer aided design/drafting software).

  • Knowledge of operational characteristics, services and activities of maintenance management programs.

  • Experience with principles and practices of complex maintenance and security equipment.

  • Strong communication (oral and written) and interpersonal skills and demonstrated ability to effectively present information to constituents.

Minimum Starting Salary Information:

This position is at a salary grade D. The minimum of the placement range is $94,274.88. The selected candidate will be placed at or above the minimum based on education and experience. WNC's placement range falls within the NSHE salary schedule: NSHE ADMINISTRATIVE SALARY SCHEDULE

Grants-in-aid for Faculty Employees
