$71,589 to $89,486 annual salary (Note: The salary will commensurate based on education and occupational experience.)

SHIFT: Day/evening/weekend hours | Flexible based upon the needs of the College

LOCATION: Lakeshore Technical College

  • Cleveland, Wisconsin

POSITION SUMMARY: Provide oversight and strategic leadership for the facilities department. Manage overall operations, maintenance, repair, construction, and renovation of the college. Provide leadership and direction to department staff. Provide an exceptional customer service experience to both internal and external customers throughout every interaction.

ESSENTIAL JOB FUNCTIONS (Other duties may be assigned):

(70%) Department Operations and Management

  • Responsible for overall facilities operations and project management.

  • Manage facilities planning, budgets, and procurements.

  • Manage and ensure the college adheres to the Wisconsin Technical College System (WTCS) Facilities requirements as listed within the Financial Accounting Manual.

  • Accountable for the identification, management, and timely completion of facilities related projects.

  • Prepare specifications for projects including oversight of consultants, architects, engineers and other service providers and ensure the needs of the college are met.

  • Develop leases, assist with the negotiations, administration, and management of leases and leased property.

  • Develop the capital master plan and long-range facility plan; submit required documents for project approvals.

  • Prepare and submit WTCS documentation for project approval as required by State statute and the WTCS.

  • Manage village, county, and state relations relating to facilities such as reporting for facilities planning, project approvals, environmental reporting, and related issues.

  • Serve as Lakeshore's representative for the WTCS groups such as the Facilities Managers' group.

  • Manage the relationship with the architect firm, etc. and be the liaison for staff during construction projects.

  • Attend college events which require facilities support (graduation for example).

  • Administer and manage department contracts.

  • Ensure projects are completed on time and on budget.

  • Be available on-call as needed.

  • Develop multi-year refresh/replacement schedules for various facility components.

  • Participate in the Incident Management Team.

(20%) Campus Safety & Security

  • Manage college safety program.

  • Oversee campus security.

  • Responsible for the development, implementation, and training of safety policies and procedures in compliance with local, state, and OSHA administration and handicap accessibility program.

  • Investigate and follow up on student and visitor incident reports.

  • Serve as the liaison for insurance claims related to safety and property damage.

  • Serve as Lakeshore's representative for District's Mutual Insurance Environmental, Health, and Safety Group.

  • Coordinate business continuity and disaster recovery procedures for the college.

  • Facilitate safety audits and recommend preventative and corrective measures.

(10%) MANAGER ESSENTIAL RESPONSIBILITIES

  • Supervision is provided to the Facilities department.

  • Responsible for the overall direction, coordination, and evaluation of these staff.

  • Responsibilities include design position responsibilities, interview, hire, and train employees; plan, assign, and direct work; supervise, mentor, and develop staff through the Employee Performance review; reward and discipline employees.

  • Carry out managerial responsibilities in accordance with the organization's policies and applicable laws to include:

o Develop plan(s) and budget for department.

o Address staff and student issues in an effective and timely manner.

o Be an active advocate for Lakeshore in the community.

o Be active in the college by serving on committees.

o Teach classes, as requested, based on course-identified qualifications.

EDUCATION AND EXPERIENCE:

  • Bachelor's degree in engineering, architecture, construction management, facilities management, business discipline, or related field from an accredited college or university required.

  • Three to five years' relevant occupational experience in a major facilities environment required; preferably in higher education.

  • Three years' prior occupational experience at a managerial/supervisory level required.

CERTIFICATIONS, LICENSURE, REGISTRATION:

  • Valid State of Wisconsin Driver's License required.

MVR CHECK Required

  • The employee in this position is a potential operator of a Lakeshore Technical College owned vehicle or may be responsible for driving any other motor vehicles on behalf of the College.

TECHNOLOGY SKILLS:

  • Proficient in the use of Microsoft Office Suite programs (Word, Excel, PowerPoint, Outlook, etc.).

  • Ability to navigate through Windows; access college network system; understand database concepts; and download and manage various applications and files.

  • Ability to quickly adapt to new technology and be able to support any software or hardware that is used by the College.

OTHER KNOWLEDGE, SKILLS, AND ABILITIES:

  • Operate a variety of measuring devices and record data.

  • Be familiar with scientific, construction, and engineering terms.

  • Knowledgeable with long-rang facilities planning and construction oversight.

  • Experienced in writing specifications for and reviewing RFP's.

  • Ability to manage large vendor contracts.

  • Familiar with ADA requirements to ensure compliance within current and future facility needs.

  • Ability to read and interpret blueprints.

  • Strong understanding of budget management.

  • Ability to work independently, yet function as a team foreman and builder.

  • Ability to effectively interface with a wide variety of individuals with diverse professional goals and abilities.

  • Demonstrate written and oral communication skills.

  • Ability to make decisions and remain calm in a crisis.

  • Ability to manage, plan, evaluate, coordinate, prioritize, develop, implement, maintain, monitor, and achieve outcomes.

  • Logical thinking skills, and analytical ability to contemplate issues, and solve problems.

  • Must possess leadership skills and the ability to build a consensus or team from a group of individuals.

  • Demonstrated customer service skills.

  • Project management skills.

  • Exemplify college values in all staff and student interactions, as well as services delivered.

  • Ability to establish and maintain effective working relationships and relate successfully with staff, students, and people of diverse cultural, social, or educational backgrounds.

  • Fluent, bilingual individual is beneficial.

PHYSICAL DEMANDS/WORK ENVIRONMENT:

  • While performing the duties of this job, the employee is regularly required to sit and talk or hear.

  • The employee frequently is required to stand; walk; use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms.

  • The employee is occasionally required to climb or balance and stoop, kneel, crouch, or crawl.

  • The employee must occasionally lift and/or move up to 100 pounds.

  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  • Work environment may require multi-tasking.

  • The noise level in the work environment is usually moderate.
