GENERAL RESPONSIBILITIES:
Supports District schools and principals in their effort to foster an optimal educational environment for students. To supervise, coordinate, and evaluate the District Special Education instructional programs and staff in providing instruction for students with special needs.
MAJOR TASKS:
Write, monitor, and complete all programmatic and fiscal reports for the IDEA entitlement, Preschool entitlement, the Summer Training Grant for Special Education, and all other grants related to ESS.
Coordinates ALL Special Education activities, including developing Special Education Manuals and forms, initiating and monitoring out of district placements, attendance at IEP conferences, completing, monitoring, and updating the District's Special Education Census, implementing CHILDFIND, auditing IEP's, providing compliance summaries for principals and the Superintendent
Helps to plan procedures and documentation for IEP's
Coordinates all Related Services: Speech Therapy, Occupational Therapy, Physical Therapy, Vision Therapy, and Orientation, Mobility Therapy, Counseling and School Psychologists. Developing and monitoring bids and purchased services in these areas.
Coordinates homebound/home instruction services for students who require such services due to chronic illness or as required by IEP's
Serves as CCUSD District Coordinator of 504 Rehabilitation Act of 1973
Serves as the CCUSD District McKinney Vento Liaison
Provides appropriate training opportunities for all staff with regards to special education/504 and McKinney Vento. (professional and support staff included)
Assists in the organization and the development of Teacher Assistance Teams and Student Study Teams at each building
Oversees District Counselors and K-12 Comprehensive Counseling Program and Social Workers.
Supervises K-12 District Nurse(s).
Monitors budget allocations, expenditures, federal and state grants, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, revenues are recorded, expenses are within budget limits and/or fiscal practices are followed.
Completes and monitors all requirements associated with Medicaid reimbursement program
Provides appropriate training opportunities for all special education staff (certified and classified)
Coordinates communication between sites and the Arizona Department of Public Safety
Maintains quality interactions with site admin and school staff through frequent visits to all the schools
Serves as a resource to building administrators relative to programs, policies, procedures and best practices.
Performs other duties as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES shall include, but not be limited to the following:
Knowledge of applicable Federal, state, and county laws/regulations, policies and procedures related to students with disabilities.
Knowledge of the applicable CCUSD and departmental policies and procedures
An understanding of educational research and statistics.
The able to assess, design and implement staff development activities.
Knowledge and application of the Facilitated IEP process.
Strong interpersonal skills.
Unquestionable personal integrity.
Skills in establishing and maintaining effective working relations with co-workers, vendors, parents, students, the general public and others having business with the District.
QUALIFICATIONS:
Master's degree.
Arizona Teaching Certificate and appropriate Arizona Administrative Certificate.
ADE certification in teaching and Administration.
3 years of recent Administrative experience.
Five years teaching experience.
Knowledge of staff development.
Demonstrate effective leadership.
Effective communication and cooperation within team guidelines.
Background in effective supervision practices.
Experience in successful personnel operations.
Understand Special Education budget development and implementation.
