The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

The Department of Social Services' Office of Equity & Inclusion ("OEI") was established in December 2020. OEI is responsible for ensuring the agency's core values of equity, diversity, and inclusion ("EDI") are embedded throughout all aspects of the workforce, programs, and services by cultivating an inclusive climate and culture through outreach, engaging in cross divisional collaborations, programming, and learning & development opportunities. The Office of Equity & Inclusion provides leadership and guidance to address systemic inequities for all employees and works to strengthen relationships so that employees can work more effectively and collaboratively to advance equity, inclusion, and anti-racism.

The Office of Equity & Inclusion is recruiting for one (1) Administrative Staff Analyst NM Level II to serve as the Director of Employee Programs who will assess organizational needs and design, implement and evaluate programs which increase employee engagement and focus on creating a positive and inclusive work environment where employees feel motivated, satisfied, and emotionally invested in the agency's success:

The Director of Employee Programs:

  • Lead the development and execution of employee engagement programs and foster the agency's culture

ensuring all initiatives/activities are promoted and delivered. Organize events and employee programs that

recognize, celebrate, and engage staff, with a special emphasis on the diversity of cultures and backgrounds

and how staff can grow by expanding experience and understanding. Plan Agency-wide events, Excellence

events, and other Commissioner related large-scale events, including creating material based on the current

year's theme with heritage committees and resource groups.

  • Act as a consult and advise Group/Committee leaders, diversity council leaders. Run programming that

supports the agency's DEI strategy for heritage and volunteer committees. Scale and enhance existing

program to account for expansion of more resource groups/committees, team member population growth,

manage, lead, and coordinate day-to-day program activities; monitor progress and resolve roadblocks to

ensure timely and effective resolution of obstacles. Plan and execute annual performance metrics and

dashboards.

  • Develop creative and effective employee engagement initiatives and campaigns which align to the agency's

purpose, vison, mission and values, to sustain employee engagement and retention levels. Help develop and

implement the agency's diversity initiatives and strategies to attract, hire, and maintain a diverse workplace.

Advise and contribute to employee recognition and retention strategies. Work closely with the Chief Diversity

Officer and the Deputy Commissioner to provide strategic direction and support for the agency leadership.

  • Work with the Finance Unit to coordinate budget processes and track costs to ensure that budget

information is available for planning and hosting events. Serve as back-up when small committees do not

have access to the Sub-Impressed Fund (SIF.) Responsible for the "Records Management" of staff

functions ensuring that templates are in place year to year for each event held by the agency. Work with

Library for historical information. Send monthly reports of events to agencies and comptroller as requested.

  • Act as the Blood Drive Coordinator/Leader to plan and promote Blood Drives throughout the five boroughs

for staff to donate Blood for City of New York. Keep track of donation records, interact and follow-up with

CityTime Operations to ensure staff are given credit for donations with compensatory time granted to blood

drive donors and is entered timely. Confirm NYBC staff have access to locations, parking permits,

permissions, insurance certification, lunch breaks for technicians. Plan Blood Donation Recognition events

and Emergency Blood Drives with Department of Citywide Administrative Services (DCAS). Recruit and plan

recognition events for Blood Drive Captains and "Galloneers" (staff who donate at least a gallon of blood).

  • Provide direct supervision to the excellence coordinator(s) to plan, manage, and execute agency-wide

Customer Service events, Excellence Program events, and other large-scale events and create campaigns

regarding Excellence attributes and disseminating campaign information to staff.

  • Create and manage a feedback infrastructure (process, tools, surveys, and forums) that measures and

communicates employee satisfaction, engagement, morale, and overall experience. Collaborate with other

staff members to plan focus groups to help address issues based on survey results. Assess programs,

feedback, and employee involvement in considering creative ideas and needs.

  • Work with vendors to obtain items for events to recognize staff for the professionalism and diligence in

serving our clients. Conduct field visits as required including shopping, venue selection and visits to other

locations to create engagement with staff. Collaborate with DEI colleagues to plan site visits and surveys to

determine best practices to engage staff. Working alongside our Marketing and Communications team (OCM),

overseeing the planning, implementation and development of the internal communications framework for

disseminating information to staff.

Minimum Qualifications

1.A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or

2.A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

New York City residency is generally required within 90 days of appointment.
