PURPOSE OF JOB:

To plan, coordinate, and supervise the operation of the office of employee support services and labor relations in such a way as to enhance the morale of school district personnel, promote the overall efficiency of the school system, and maximize the educational opportunities and benefits available to each individual child. These areas are covered by the Director: employee and labor relations, equal employment opportunity, extended leave, FMLA, and worker's compensation.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Develops positive and productive working relationships within the Human Resources team, the District management staff, and employees.

  • Provides oversight for Districts worker's compensation, FMLA, and other leaves programs.

  • Ensures appropriate and timely responses to employee equal employment opportunity complaints, providing oversight for/engaging directly in investigations and strategies for resolution. Coordinates with the District counsel on formal complaints.

  • Ensures appropriate and timely responses to employee grievances, providing oversight for/engaging directly in contact language interpretation, mediation processes, and conflict resolution.

  • Participates in labor negotiations on behalf of the District, and assists in developing labor relations strategies.

  • Develops, implements and administers training programs for District personnel on equal employment opportunity matters, policies and procedures, developmental topics, and other human resources operational areas.

  • Monitors federal and state laws concerning equal employment opportunity and labor relations, evaluates effect on District operations, and recommends and implements modifications to District operations to ensure legal compliance.

  • Coordinates District compliance with the Americans with Disabilities Act, Rehabilitation Act (Section 504), Educational Amendment Act (Title IX) and Civil Rights Act (Title VII), and similar federal state laws.

  • Provides oversight for/engages directly in counseling and advice to District Administration and employees on disciplinary and interpersonal matters.

  • Administers District personnel policies and procedures, ensures consistency, provides interpretation, and recommends policy and procedure modifications.

  • Responsible for coordination of and tracking of displaced employees.

  • Demonstrates effective human relations and communication skills.

  • Demonstrates the ability to think strategically and deliver results.

  • Performs other duties/responsibilities as needed or assigned.

SUPERVISORY RESPONSIBILITIES: Yes

REQUIRED QUALIFICATIONS:

  • Bachelor's Degree in Human Resources, Personnel Management, Public Administration, Business Administration, education or a related field.

  • Five (5) years of progressive responsibility for human resources administration, including significant responsibility for labor relations, employee relations, and equal employment opportunity.

  • A minimum of three (3) years supervisory experience.

  • Willingness and ability to travel.

  • Working knowledge of leave programs, equal employment opportunity and related state and federal laws (including workers' compensation, Title VII, ADA, FLSA, FMLA, EAA, Teachers Tenure Act, labor relations laws, and Drug Free Workplace), particularly as those laws apply in the public sector; dispute resolution process and practices.

  • Basic knowledge, abilities and skills in using personal computers and related software for word processing, database manipulation and statistical analyses.

  • Excellent interpersonal skills, including expertise in conflict resolution and mediation.

This job requires that the employee be able to: sit, stand, walk, speak, hear, use hands, fingers, reach with hands and fingers; bend, stoop, lift objects of at least ten pounds. Job requires the employee occasionally to stoop, kneel, crouch or crawl. Visual ability requires mono and color vision, close vision, distance vision, depth perception and ability to adjust focus.

TERMS OF EMPLOYMENT:

Length of work year: 12 months 7.5 hours per day/ 5 days per week; 260 work days

KCPS Defined Benefit Pension plan - mandatory 9% contribution is required from employee and matched by KCPS; Voluntary retirement savings plans are also available.
