GENERAL PURPOSE

To coordinate and supervise emergency management and homeland security operations during natural or man-made emergencies and disasters, pandemics and acts of terrorism including program activities and community preparedness; develops community wide warning systems; represents the City in regional, state, and national boards and committees; and provides expert testimony for state and congressional hearings related to emergency management. This position is responsible for coordinating training programs and emergency operation drills with city departments. Under the direction of the Fire Chief, supervises all activities, funding and requirements associated with the Homeland Security and Emergency Management Division.

SUPERVISION EXERCISED

Employee provides leadership, direction and has oversight of all homeland security and emergency management division employees, and over employees on emergency assignment during disasters.

Essential Duties

Act as principal advisor to the Mayor and City Manager regarding all Emergency Management and Homeland Security issues.

Reviews state and federal proposed legislation and provides recommendations accordingly.

In matters related to Emergency Management and Homeland Security this position supervises staff, which includes prioritizing and assigning, work; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and making recommendations regarding staffing decisions related to Emergency Management operations.

Directs, coordinates and reviews the work plan for assigned emergency operation services and activities; monitors workflow; review; evaluates work products, methods and procedures; and meets with employees to identify and resolve problems.

Coordinate with all relevant Departments regarding specific Emergency Management and Homeland Security issues. Oversees and ensures the proper implementation of emergency operations plans for various emergency situations; and monitors the preparedness of emergency response staff. Assist department directors with revisions of emergency management annexes and emergency support functions (ESF).

Coordinate training programs and emergency operations drills to prepare city staff and partners to respond quickly and effectively to emergencies.

Develops cost estimates and makes budget recommendations for Homeland Security and Emergency Management activities citywide to maximize our capabilities to prepare and respond when needed.

This position plays an active role in the development, administration, and management of assigned program budget. Forecasts funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; and recommends adjustments as necessary.

Advises departments on their emergency plans and coordinates interdepartmental activities in conjunction with emergency planning and provides technical assistance and advice to them in planning for emergency and disaster situations.

Directs the development of community warning tools, notification systems and the policies, procedures and training programs for the effective and efficient dissemination of emergency information.

Provides additional staff assistance to the Fire Chief; participates on a variety of committees; and prepares and presents staff reports and other correspondence as appropriate and necessary.

Maintains 24-hour availability, including weekends and holidays, to respond to any planned or unplanned incident.

Serve as the city's liaison on emergency preparedness issues with the United States Department of Homeland Security, Federal Emergency Management Agency, State of Texas Division of Emergency Management, Bell County Office of Emergency Management, Fort Hood, and other local municipalities.

Represents the City in regional, statewide, and national committees, boards, commissions, roundtables, forms and hearings to develop emergency plans and agreements and negotiate and secure support and funding.

Coordinate with all agencies and resources of local, county, and state government on matters relating to terrorism prevention, response, and recovery; and identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; and implements improvements.

Establishes effective communications and information sharing on a local, county and state level and ensures that the local primary and backup EOCs are operational and have interoperable communications.

Serves in the primary leadership role of the Regional Type 3 Incident Management Team, develops training curriculums based on the National Incident Management System and coordinates team responses with the Texas Incident Management Team Coordinator.

Directs and coordinates emergency management and operational activities with those of other divisions and outside agencies and organizations, including the Volunteer Organizations Active in Disasters (VOAD) and the Radio Amateur Civil Emergency Service groups.

Coordinate with departments on all Emergency Management Performance Grant (EMPG) monies coming into the City of Killeen; work with the Finance Department to review all related grant submissions from City departments and ensures intended outcomes are maximized.

Coordinates with the Finance Department in submitting federal and state reimbursement claims for the city's costs during and after emergency response and recovery operations.

Participate actively in local, state, regional and national Homeland Security activities, sharing information with appropriate staff and agencies.

Performs other related duties as required.

NON-ESSENTIAL FUNCTIONS

Serves on various employee committees, as required.

Required Minimum Qualifications

Education and Experience:

  • Graduation from an accredited four-year college or university with a degree in in emergency management, public administration, or related field;and

  • Three (3) years of emergency management related experience including one (1) year of supervisory experience; or

  • Any equivalent combination of related education and experience equating to 7 years.

Knowledge, Skills and Abilities:

  • Familiar with the National Incident ManagementSystem, Incident Command System, and Multi-Agency Coordination System;

  • Ability to apply principles and practices of local, state and national emergency management;

  • Ability to accurately identify and analyze the effects of hazards that threaten the City of Killeen;

  • Manage the Emergency Operations Center or specified location during emergency and non-emergency incidents.

  • Assist in the coordination and delivery of any community volunteer emergency response program sponsored by the City of Killeen.

  • Ability to maintain regular and punctual attendance.

  • Knowledge of operational characteristics, services, and activities of an emergency operations center.

  • Knowledge of advanced principles and practices of EMPG Grant preparation and administration.

  • Knowledge of pertinent Federal, State, and local laws, ordinances, statutes, and regulations.

  • Knowledge of principles and practices of emergency operations center management.

  • Knowledge of issues, projects, and problems affecting emergency operations and community preparedness.

  • Ability to develop, implement, and administer goals, objectives, and procedures for providing effective and efficient services for the City.

  • Ability to analyze problems, provide alternatives, identify solutions in support of established goals, project consequences of proposed actions, and implement recommendations.

  • Ability to identify and respond to community and City Council issues, concerns, and needs.

  • Ability to prepare and administer a complex departmental or regional grant budgets, and allocate limited resources in a cost-effective manner.

  • Ability to prepare and present clear and concise administrative and financial reports.

  • Ability to establish and maintain effective working relationships with City staff and officials, other government officials, community groups, the general public, and media representatives.

SPECIAL REQUIREMENTS

  • Must have a valid Driver's License by date ofhire.

  • Must have a Texas Driver's License within 60 days ofhire.

  • Must comply with the City of Killeen DrivingPolicy.

  • Completion of:

  • FEMA's Professional Development Series within eighteen months of hire

  • ICS 100, 200, 300, 400

  • FEMA IS 700, and IS 800

IAEM CEM/AEM or State Association CEM/AEM Preferred
