Job Description

Primary Responsibilities (Essential Functions):

  • Oversee the creation, maintenance, and adoption of the DG policies, processes, and playbook(s) for guiding CleanEarth data governance initiatives.

  • Establishes and governs CleanEarth enterprise-wide data governance implementation roadmap including strategic priorities for development of information-based capabilities.

  • Facilitate Enterprise Data Governance Council working sessions, aligning leaders across domains and functions (i.e. IT, Compliance, Customer, Generator, etc.) to support common Governance objectives (e.g. tools rationalization, policies to ensure compliance, complex technical impact assessments impacting data management tool launch, etc.)

  • Ensure, advise and support compliance with the existing and relevant data laws and regulations and adhere to the industry standards.

  • Ensures governance leading practices (e.g. enrich poor quality data) are made known to users

  • Serves as a point of escalation for governance, data quality and protection issues and will work closely with Business and Functional area leadership to improve the quality and value of core data assets, respond to regulatory protection requirements as well as support the strategic requirements of the department (or of the state, participating districts, and various stakeholders).

  • Rolls out an enterprise-wide data governance framework with a focus on interoperability, improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes.

  • Lead efforts related to tool selection and potential architecture related to Data Governance within the business.

  • Defines roles and responsibilities related to data governance and ensure clear accountability for stewardship of the organization's principal information assets.

  • Serves as a liaison between business and functional areas and technology to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated and well understood and considered as part of operational prioritization and planning.

  • Facilitates the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise.

  • Defines indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements.

  • Leads Senior Management, comprising resources from the Business and Functional areas and IT business and operations functions, to achieve their objectives; resolve issues escalated from Business and Functional areas data governance representatives.

  • In conjunction with IT, provide progress reports to Senior Leadership and oversee periodic updates to the Department Data Governance Roadmap.

  • Coordinates external data sources to eliminate redundancy and streamline the expense related to those services.

  • Identifies new business opportunities pertaining to the use of information assets to achieve efficiency and effectiveness in the marketplace / represent data as a strategic business asset at the Senior Management table.

Qualifications

Basic Required Qualifications:

  • Master's degree and/or Bachelor's degree with Master's level experience in Computer Science, MIS, Information Management, or related field with the equivalent combination of education and experience.

  • At least 7 years of experience in a major services organization accompanied with large-scale data or project management and oversight experience.

  • A minimum of 5 years in a senior management role, with enterprise level change or transformation leadership experience.

  • Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.

  • Knowledge of data related government regulatory requirements and emerging trends and issues. Demonstrated consulting skills, with change management concepts and strategies, including communication, culture change and performance measurement system design.

  • Knowledge of risk management and applicable data architecture and technology solutions. Bachelor's degree in a related a related business field.

  • Understands data management fundamentals (e.g. how to operationalize a governance structure) and has deep experience helping companies improve data management practices from ground up

  • Experience leading cross-BU transformations leveraging data management tools/technology

  • Understands the current data creation/maintenance processes across the different domains, the stakeholders involved, past challenges so they can help drive change where needed

  • An understanding of government laws and regulatory requirements and able to help CleanEarth comply.

  • Ability to travel up to 25%
