The Director of Construction Development is responsible for preparing design and cost alternatives, design recommendations and construction implementation of all new, acquisitions, fit outs and retrofits of new Gateway campuses and support spaces by managing property development, new building, and land projects from inception to completion and into occupancy. The Director also takes on the additional responsibility of performing the duties required of Gateway Church (Gateway), as the liaison between Gateway and all project members. This includes establishing coordination with architects, engineers, and municipalities. Other responsibilities include managerial tasks comprising design management, budgeting, contracting, and supervision of project teams, as well as technical tasks including evaluation of cost estimating and scheduling reports, approval of payment applications, quality assurance, and adherence to Gateway's goals for the projects. This will also include the oversight of our internal project team as needed.
Principle Responsibilities
Project Planning
Prepare reports of possible new Gateway projects, including site analysis, zoning, utilities, access, and environmental assessments for development feasibility.
Establish and facilitate Gateway's decision-making process by identifying and defining all relevant decision points, key stakeholders, and the process for timely and cost-effective action.
Review feasibility studies where beneficial and manage their execution.
Coordinate Planning and Zoning, City Council approvals.
Coordinate Traffic Impact Studies and Environmental Impact Studies
Manage the contracting process for architects, engineers, and other consultants as required for the project.
Manage overall operations for development, design, construction, leasing, facility management and marketing of properties.
Provide supervision and oversight of all Gateway construction projects from beginning to end.
Assist with development of and implementation of Gateway's project goals and priorities.
Secure all entitlements with any/all Local, State and Federal agencies as required for the project(s).
Develop the overall project budget from begging to end (including Gateway-FFE items), design, permitting, construction and schedule.
Oversee and lead the design team to ensure project meets ministry program requirements.
Coordination of other Gateway consultants/vendors related to the project.
Track and control architectural and construction costs within allotted project budgets.
Estimating and Bidding
Establish project budgets to include all soft cost, hard cost, FFE, and start-up cost in coordination with other departments in Gateway.
Coordinate to solicit proposals/estimates from design and construction.
Prepare cost alternatives for new construction projects.
Prepare, request, and analyze proposals for architectural services and bids for construction services.
Contract Administration
Review the project budget reports that monitor actual project costs.
Advise senior management of any budget modifications.
Review all consultant and contractor payment applications.
Coordinate with Project Accountant to ensure proper project cost coding.
Review and approve/disapprove all proposed change-order documentation as a basis for managing the budget and job schedule.
Project Execution
Attend project meetings as required to stay abreast of project coordination issues between architects, engineers, general contractors, subcontractors, and any specialty contractors assigned to project by owner or tenant.
Provide Gateway's response to any unforeseen problems that may arise.
Make periodic site visits for the purpose of reviewing the work in progress for compliance with overall project program, schedule, quality, and budget goals.
Administer Gateway's responsibilities regarding proposed change procedures.
Manage negotiations with city and fire department personnel on planning, zoning or code issues that arise during design and construction and facilitate any approvals required of Gateway to keep the project on schedule.
Consult with facilities, security, Technical Arts and IT departments on construction issues and changes required to assure approval of any proposed modifications.
Coordinate Gateway-furnished contractors, vendors, consultants, or installers with the work of the General Contractor.
Quality Assurance
Coordinate/lead punch list activity with impacted ministry teams, consultants, contractors, and vendors.
Transition all warranty items, manuals, product information, warranty contact information and other Operation & Maintenance materials to the Property Management Team.
Miscellaneous Responsibilities
Provide all information required of Gateway in a clear and timely manner to assure the projects' schedules are maintained.
Work with Gateway's various departments to develop policies and procedures for the operation and maintenance of the facilities.
Work with department to maintain record documents, plans and specs, approved material samples and project records for use in long term management of the facilities.
Assist in creating and maintaining a database of material suppliers, vendors, etc. for use by the facilities staff in replacing or repairing materials when required.
Provide direct oversight for Construction Development Staff.
