POSITION SUMMARY: Oversees the Compliance and Asset Management (CAM) Division, with primary responsibility for planning, organizing, and directing oversight of THDA's compliance and asset management functions associated with the Treasury, HUD, and THDA funded rental housing developments; Housing Programs Compliance; and oversight of THDA's Performance-Based Section 8 Contract Administration (PBCA) contract with the U.S. Department of Housing and Urban Development (HUD).

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following. Other duties may be assigned.

  • Directly supervises staff; interviews, makes hiring recommendations, and trains employees; makes assignments and monitors work; develops employee skills and encourages growth and development; reviews and evaluates employee performance; addresses workplace issues and provides guidance, coaching, and disciplinary measures for staff; addresses personnel issues in conjunction with appropriate leadership and the Human Resources division.

  • Oversees the Compliance and Asset Management division, assuring that effective and efficient work flows and policies and procedures are in place to meet compliance requirements associated with federal and THDA-funded rental housing developments.

  • Oversees sub-contract for the provision of PBCA services to THDA in accordance with all requirements and regulations associated with THDA's PBCA contract with HUD.

  • Oversees administration and implementation of the compliance monitoring for the state and federally funded programs administered within the Community Services and Community Housing divisions.

  • Oversees implementation of asset management functions specific to projects funded under the Tax Credit Assistance Program (TCAP), Section 1602 of the American Recovery and Reinvestment Act of 2009 (1602), and any rental housing loan programs of THDA.

  • Collaborates with the agency's accounting division, the state's finance department, and THDA's PBCA sub-contractor to ensure payments are made accurately and timely to the PBCA Owners/Agents.

  • Reviews program regulations and designs appropriate policies, procedures and systems to ensure compliance requirements are met.

  • Stays current on applicable state and federal regulations regarding Uniform Physical Condition Standards (UPCS), the National Standards for the Physical Inspection of Real Estate (NSPIRE) & Real Estate Assessment Center (REAC) physical inspections.

  • Works with the Chief Legal Counsel or their designee regarding legal issues involving the Low-Income Housing Tax Credit (LIHTC) Program, HOME Investment Partnerships (HOME) Program, National Housing Trust Fund (NHTF), and other HUD-funded or THDA funded rental housing programs.

  • Works across division lines to ensure consistency and alignment of programs and processes where appropriate and collaborates to develop initiates designed to meet agency goals and objectives.

  • Ensures the provision of timely responses and referral of tenant issues.

  • Coordinates use of program data and financial reporting systems and required federal reporting systems.

  • Works cooperatively with THDA staff to ensure the effective provision of software systems for compliance and asset management of rental housing developments.

  • Works with division managers to develop, evaluate, and update staffing and operational plans; ensures operational goals are met.

  • Develops and monitors internal performance standards.

  • Responds to inquiries relative to the division's policies and procedures; consults with appropriate leadership to resolve issues.

  • Prepares and submits plans and reports to HUD, Chief Programs Officer, and the Executive Director as required.

  • Communicates with HUD, Treasury, and industry partners.

  • Represents the agency at seminars, conferences, and meetings.

MINIMUM QUALIFICATIONS

The requirements listed below are representative of the knowledge, skills, and/or abilities required.

Education and Experience:

  • Bachelor's degree in social science, planning, business administration, public administration, economics, or other related field.

  • Master's degree preferred.

  • Three years of experience in housing management and compliance related to multifamily housing, or other related affordable housing programs.

  • Four years of increasingly responsible management and leadership experience.

  • Experience with the LIHTC, HOME, or NHTF programs, or HUD's Performance Based Contract Administration is preferred.

  • Current, valid driver's license from domicile state and the ability to drive.

  • Occasional in-state and out-of-state travel, including overnight travel.
