SCOPE OF POSITION:

The Director of Clinical Operations is responsible for monitoring and oversight of the organization’s clinical supports, health and wellness, and quality assurance processes to ensure agency compliance with DDS (Department of Disabilities Services) Policies & Procedures, Health & Wellness Standards, and District of Columbia Municipal Regulations (DCMR) governing Home & Community-based Services Medicaid Waiver; and Individual & Family Supports Waiver; and other supports.

The Director of Clinical Operations implement continuous quality improvement measures and serve as clinical advisor to the Director of DC Programs, to ensure quality health outcomes for persons served, and ensure that clinical interventions support the person right to privacy, dignity, and respect, and freedom from coercion and restraint.

This position requires the employee to serve as a member of DC Programs leadership, act on behalf of Total Care Services, Inc., and interface with officials from various District of Columbia Government agencies, the Centers for Medicare, and Medicaid Services (CMS), community partners and stakeholders.

The Director of Clinical Operations must respond to emergency situations 24-hours per day/7 days per week as required and must exercise administrative judgment and must assume responsibility for decisions, consequences and results which may impact the organization.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Oversight the agency’s Health & Wellness Unit, Quality Assurance Department and Professional Services Department. Serve in the leadership capacity to supervise the Director of Quality Assurance and Director of Nursing.
  • Manage and supervise a team of nurses, providing guidance, support, and professional development opportunities.
  • Ensure effective coordination of care by collaborating with other departments, such as case management, therapy services, and social work.
  • Attend DC Provider Coalition committee meetings; attend DC Department on Disability Services provider meetings; and prepare meeting summaries and disseminate information to executive management.
  • Serve as clinical liaison for agency regulatory audits, including Healthcare Review Summary (HCRS) monitoring, Provider Certification Review (PCR), Provider Performance Review (PPR), Department of Healthcare Finance 9DHCF) Utilization Reviews, DC Quality Trust monitoring, Quality Assurance and Performance Management Administration (QAPMA) monitoring, Incident Management Enforcement Unit (IMEU) Investigations, and Mortality Reviews.
  • Develop and implement policies and procedures to ensure compliance with regulatory requirements and best practices in healthcare.
  • Oversight the agency’s quality assurance plan and quality assurance clinical oversight (QACO) process and implement accountability measures. Facilitate continuous quality improvement initiatives to enhance agency output.
  • Monitor and evaluate the quality of care provided to clients, identifying areas for improvement and implementing appropriate interventions.
  • Maintain up-to-date knowledge of industry trends and best practices in nursing and healthcare management.
  • Participate in interdisciplinary team meetings and provide leadership in developing and implementing care plans for clients.
  • Collaborate with the Director of Nursing and other key stakeholders to develop and implement staff training and development programs.
  • Ensure oversight and coordination of agency clinical services and supports adhere to DDS Health & Wellness Standards; Ensure interdisciplinary team of licensed personnel adhere to regulatory standards and practices governing their discipline.
  • Ensure compliance with relevant state and federal regulations and standards.
  • Manage resources effectively to ensure the delivery of high-quality, cost-effective care.
  • Develop and implement recruitment retention strategies to maintain agency capacity of clinical personnel.
  • Ensure agency policies governing health and wellness, processional services and quality assurance adhere to DDS policies, DC Health guidance, Mayor’s Orders and DCMR
  • Develop and oversight the agencies COVID-19 health and wellness plan, pandemic response plan, and risk mitigation strategies.
  • Oversight the development of the Level of Need (LON) comprehensive assessment tool for persons served and ensure that authorized services and supports are congruent with the person’s support needs.
  • Provide clinical oversight to TCS HCBS (Home and Community Based Services) residential supports, day supports and in-home services pursuant to DCMR service provision governing direct care services.
  • Structure and facilitate agency on-boarding and credentialing process for clinical staff, including but not limited to, nutritionists, nurses, social workers, psychologists, and speech and language pathologists.
  • Collaborate with programs to coordinate HSCSN (Health Services for Children with Special Needs) respite initial intake, nursing assessment and follow-up.
  • Oversight assessment, on-going supports, quarterly reporting, and training activities pursuant to professional services, DCMR 29-1936 Wellness Services; DCMR 29-1942 Parenting Supports, and 29-1924 Family Training.Provide leadership and guidance in the event of emergencies or other critical incidents.
  • Oversight agency compliance with Adaptive Equipment (AE) reporting requirement, tracking AE issues (request, repair, replacement).
  • Ensure compliance with incident management protocols.
  • Oversight records management team and ensure agency policies, procedures are compliant with DCMR 29-1909 Records & Confidentiality of Information Rule which governs the organization, storage, retention and safeguarding of medical records for persons served.
  • Design and implement HIPAA (Health Insurance Portability and Accountability) compliant electronic clinical records data management systems.
  • Participate in systematic examinations of clinical records, programming records incident reports, and training records, to ensure compliance with HCBS Medicaid Waiver Regulations.
  • Ensure agency compliance with DDS and DCMR reporting requirements and develop tracking tools to analyze and measure performance data and enhance accountability.
  • Implement the advocacy and outreach process to recommend strategies and interventions that may improve services to a person served or program personnel; including but not limited to provision of services and supports.
  • Other duties as assigned.

Requirements

Total Care Services, Inc. Standards:

The Director of Clinical Operations must engage the program during the established workgroup meetings and meet with Executive Leadership at least weekly; or as indicated.

  • The Director of Clinical Operations must review clinical records for continuity and clarity in accordance with relevant DCMR governance.
  • The Director of Clinical Operations must report incidents and unusual events in accordance with TCS incident management policy and protocol.
  • The Director of Clinical Operations must participate in any DDS (Department on Disabilities Services) and TCS required training and staff development events.
  • The Director of Clinical Operations must adhere to Total Care Services, Inc. policy on transportation and the registration, insurance and upkeep of employee vehicles used for business purposes.
  • The Director of Clinical Operations will operate under a hybrid reporting structure which is a combination of on-site office days and remote workdays.

The Director of Clinical Operations shall have at least a master’s degree in one or more of the following disciplines listed in numbers 1-5 below; a professional license to practice in either the District of Columbia, Maryland or Virginia with specialized training and certifications in intellectual disabilities; at least 3 years of experience treating or working with persons with intellectual disabilities; and at least 3 years of experience managing a healthcare facility.

  • A licensed psychologist with at least a master's degree from an accredited program.
  • A physician licensed to practice medicine in the District of Columbia.
  • A licensed social worker with a master’s degree from an accredited school of social work.
  • A human services professional with at least a master’s degree in a human services field (including, but not limited to speech therapy, occupational therapy, physical therapy).
  • A registered nurse with a master’s degree and specialized training in intellectual disabilities.

Qualifications:

  • Must be a licensed driver.
  • Must have own transportation available for business use.
  • Minimum 21 years of age.
  • Working knowledge of Microsoft 365 Suite of applications, including Word, Excel, PowerPoint, Teams, SharePoint, and OneDrive
  • Must be a U.S. citizen or alien who is lawfully authorized to work in the U.S.
  • Be free of active TB as confirmed by an annual PPD skin test and or Chest X-ray.
  • Must be able to work a flex schedule, be on-call, weekends, evenings, and respond to crisis.
  • Ability to prioritize, plan, and execute duties and responsibilities in an ethical, strategic, and effective manner.
  • Ability to effectively communicate verbally and in writing with internal and external business professionals and communicate with program personnel rendering supports
  • Ability to embrace, manage diversity and build and maintain successful teams.
  • Effective problem solving and ability to analyze and use data for decision making.
  • Familiarity with quality and process improvement methodology
  • Ability to work flexible and extended hours and travel between sites as needed.

Work Environment:

This position involves both office-based work and occasional travel to client sites.
