The mission of the Boston Public Health Commission (BPHC) is to work in partnership with communities to protect and promote the health and well-being of all Boston residents, especially those impacted by racism and systemic inequities. DUTIES

  • Manages program activities for the federally funded Client Services Unit of the Division of HIV/STI Services including client services, Minority AIDS Initiative, and quality management activities. The goal of the Client Services Unit is to develop/enhance mechanisms, which allow access to a comprehensive continuum of high quality, community-based care for low-income individuals and families with HIV disease.

    The comprehensive continuum of care includes primary medical care and supportive services which aim to promote health and enhance quality of life. The Director for Client Services is responsible for managing all day-to-day operations of the unit, including producing the annual grant application, implementing an RFP process for services, monitoring contracted providers, providing technical assistance to funded providers, completing all mandatory reporting, developing program and policy initiatives, and quality management activities.

  • Responsible for providing supervision and guidance to Program Coordinator III's and Program Coordinator II's in the Unit.

  • Works closely with the Boston EMA HIV Health Services Planning Council and consortium of community residents and other stakeholders and is responsible for planning, implementing, and monitoring the program goals, development, and evaluation. Program responsibilities include:

  • Client Services: As the designated Grantee of the Ryan White HIV/AIDS Treatment Modernization Act, Part A program, responsible for managing the distribution of grant funds according to the priorities established by the Planning Council.

    Ensured that programmatic support is provided to Ryan White-funded agencies in the Boston EMA. Program responsibilities include contract management, monitoring client demographics and service utilization data, working with agencies to maximize distributed funds, providing technical assistance on grant management and reporting requirements, as well as preparing grants and various reports.

  • Minority AIDS Initiative: Support the provision of additional funds that target PLWH from disproportionately impacted minority communities. Program responsibilities include contract management, monitoring client demographics and service utilization data, working with agencies to maximize distributed funds, providing technical assistance on grant management and reporting requirements, as well as preparing grants and various reports.

  • Quality Management: Provide support to the Clinical Quality Management Team as they assist direct service medical providers funded through the Ryan White Program and Ending the HIV Epidemic (EHE) to assure that funded services adhere to established HIV clinical practice standards and Public Health Services guidelines.

  • Ensure compliance with all federal reporting requirements. Ensure implementation of performance indicators and outcome measures. Develop and coordinate all RFP's for contracted services and negotiations with selected vendors.

  • Ensure appropriate service delivery in the Project Area. Assure seamless, unduplicated services from multiple service providers to meet each consumer's and family needs.

    Work with staff to offer ongoing training for all vendors. In coordination with Quality Management and Data, ensure the monitoring of performance measures, site visits, provision of technical assistance to sub-contractors, and compliance reporting requirements for all implementing partners. Coordinate ongoing community needs assessments as needed. Review trend data and other information with the Data Manager, CQM Team, Director of RWSD and Medical Director, to identify current and future concerns related to HIV health service provision.

  • Works in a confidential capacity. Operates independently.

    Uses independent judgment and discretion to make decisions affecting the department and staff as it relates to unit operations/services and BPHC policy. Make and recommend management and personnel decisions for, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline. Perform other duties as required.

  • Works to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
