The Director of CFO Business Operations performs highly advanced management work administering fiscal, communication, and business operational activities of the Office of the Chief Financial Officer (CFO) Division. This is a hybrid position eligible for up to 50% telework and 50% in-person work at DSHS Headquarters in Austin, Texas. Schedule for telework days will be discussed upon hire.

Primary Responsibilities:

  • Provides leadership, direction, guidance, and assistance to the CFO teams. Supervises staff including planning and assigning work.

  • Oversees and manages special projects and assignments including legislative activities.

  • Oversees the continuous evaluation of the division's business operations and processes to identify, recommend, and implement improvements.

  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.

The Director of CFO Business Operations will be working closely with members of DSHS Executive Leadership and a variety of internal and external stakeholders. Candidates should have strong active listening and communication skills to effectively convey ideas, high emotional intelligence, and cultural competence.

Additional soft skills and interpersonal skills related to people management include the ability to delegate, resolve conflict, and to mentor, coach, inspire and motivate others. Essential Job Functions:

(25%) Oversees the CFO division's migration and modernization endeavors. Researches and recommends advanced financial software and tools to streamline processes, enhance data accuracy, and facilitate real-time reporting.

Fosters communication and collaboration among teams to ensure projects progress smoothly and essential tasks are completed without delays. Represents the CFO division in project collaborations with external partners, ensuring that the division's interests are effectively communicated and represented.

(40%) Oversees life-cycle management of the division's processes and systems, modernizes CFO collaboration platforms, and implements a structured review process to ensure information remains current and relevant. Directs special projects and assignments related to division business operations, including fiscal analysis and communication, and makes recommendations for business improvements, policies, and procedures.

(15%) Provides guidance related to budgeting, expenditures, contracts, grants, Legislative Appropriations Requests, developing Exceptional Items, and capital authority requests. Participates in division strategic planning activities. Establishes goals, priorities, and policies/procedures for business operations resource management and fiscal operations, and provides analysis, evaluation, and reports as needed.

(15%) Serves as an advisor to the division leadership team, supervises the work of staff and ensures all HR activities are completed, and conducts hiring, staff development through training and coaching, and completes performance evaluations.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge Skills Abilities:

Knowledge of contracting and procurement, budgeting and accounting methods, principles of public administration, management, and effective leadership styles.

Skill in resource management, developing solutions to business operations issues, utilizing collaborative software applications, and producing high-level reports and dashboards using Microsoft Applications, Tableau, CAPPS, or other software.

Ability to plan, lead, and execute projects; gather and analyze facts to devise solutions to problems; evaluate progress and determine actions to improve operations, and develop and evaluate policies and procedures. Registration or Licensure Requirements:

None Required. Initial Selection Criteria:

1.Bachelor's degree from an accredited college or university is required.

2.Minimum of three (3) years of experience managing teams is required. Applicants with a higher education degree may substitute education for experience on a year-for-year basis.

3.Experience using SharePoint collaboration features (team sites, document libraries, communication sites).

4.Experience with budget and forecasting processes.

5.Project management experience is preferred.

Salary Information

  • Qualified candidates can expect a salary offer near the top of the posted salary range. Final salary will be determined by candidate qualifications, agency policy, and program area budget at the time of hire.

  • If the candidate selected for this position is fully onboarded by 08/31/2024, they will be eligible for the 5% legislative salary increase for state employees effective 9/1/2024. MOS Code:
