Job Description

Summary/objective

The position of Director of Campus Safety requires a highly visible and highly-trained professional to be responsible for primary administration, organization, management, direction, and control of the campus Safety and Security Department. The Director coordinates training and supervises the Security Officers, Communications Operators, and Temporary College Driver staff, develops operating procedures, and implements college-wide educational safety and security programs. Oversee campus mailroom operations and all employees. S/He must maintain positive relationships with all constituencies at the College, and as such, must have a commitment to customer service. The Director is expected to be on campus during major campus events and to work cooperatively with the staff responsible for those events to ensure that the events show the College in the most favorable light. The position is considered a responsible employee with regard to Title IX and is required to report any information that an act of sexual violence may have occurred.

  • Demonstrate a strong customer service orientation.

  • Maintain regular visibility across campus.

  • Provide for the safety and security of all students, College property, and personnel.

  • Perform duties and responsibilities of security officers as needed.

  • Coordinate/schedule security coverage as prescribed by College administration.

  • Supervise campus and communications staff to ensure adherence to duty performance expectations, departmental procedures, and policies. This includes at least a monthly meeting with each staff member to review accomplishments, provide informational updates, and address concerns.

  • Maintain current knowledge of laws and regulations and determine the College's obligation in safety and security matters.

  • Watch over daily campus mailroom processes, including pick up of College mail from postal service office(s).

  • Coordinate meetings each semester between the Dean of Students professional staff and all Security and Communications staff. These meetings will assure that all personnel know by sight and name new staff members and will provide a forum to discuss policy matters or concerns.

  • Manage 24/7 operation of the College's Reception and Information Desk, which includes assisting visitors, guests, and residents; providing around-the-clock monitoring of residence hall and facility fire alarm systems; answering of incoming telephone switchboard calls to offer information or call transfer; dispatching security officers by two-radio to calls for assistance/service; providing security of all residence hall key inventory; managing lost and found items; monitoring card access door intrusion alarms; passive monitoring of CCTV cameras; coordinating and documenting campus key receipt and return, etc.

  • Conduct yearly employee performance reviews.

  • Maintain accurate records of campus safety and communications operator staff work, overtime, vacation, holiday, and sick leave.

  • Responsible for the development, implementation, and review of departmental standard operating procedures.

  • Act as liaison between Randolph College and city, state, federal law enforcement agencies, fire department, and emergency response personnel, and other campus offices.

  • Assume responsibility for gathering, documenting, and submitting the Annual Campus Security and Fire Safety Report by October 1 of each year as required by the federal Department of Education.

  • Investigate all property and casualty incidents, and report findings to insurance broker/carrier.

  • Provide support and guidance in emergencies as outlined in the Critical Incident Management Plan.

  • Lead/facilitate the Critical Incident Management Team in semi-annual tabletop exercises, drills, and debriefing sessions. Coordinate involvement of Lynchburg police and/or fire personnel as exercise observers and authorities.

  • Investigate campus incidents and incident reports by conducting interviews with students, staff, or faculty, seeking resolution. Maintain confidentiality, proper documentation, and safekeeping of case records and files.

  • Provide consultation to supervisors and directors in security and safety matters.

  • Serve as a responsible employee with regard to sexual misconduct.

  • Serve as a Campus Security Authority as mandated by the Clery Act.

  • In conjunction with the Dean of Students Office, coordinate/conduct fire drills each semester. Maintain egress/evacuation information for each drill.

  • Facilitate training on campus safety, emergency preparedness, crime prevention, and incident reporting at least two times per semester, involving staff and faculty.

  • Advise College of potential general safety, fire safety, and security concerns - including but not limited to exterior light outages, exit sign outages, fire extinguisher inspection issues, door hardware problems, etc.

  • Assist in outside College business such as banking, police background and court records checks.

  • Provide timely reports of campus incidents to the Dean of Students, the Vice President for Finance and Administration, and the President. Assure that the information in incident reports is accurate, complete, and legible.

  • Forecast and manage Safety/Security departmental operating budget.

  • Manage the vehicle parking program including registration, enforcement, and coordination. Maintain accurate accounts of parking violations and charges; input citation information into parking database.

  • Approve all non-master College key requests and manage key distribution and record keeping.

  • Administer card access control system, production of cardkeys/Paw Pass for students, faculty, and staff, work in partnership with College Information Technology to ensure system updates are performed in a timely manner.

  • Manage Guard Trax device communications/global positioning system (GPS) for security officers, including RFID checkpoints.

  • Reserve (vehicle and driver) and dispatch College fleet vehicles by academic or athletic departments.

  • Oversee coordination of the weekly shopping shuttle.

  • Ensure effective administration of safety escort services for students, faculty, staff, and visitors.

  • Administer the College's Campus Emergency Notification System; conduct monthly testing to ensure proper activation; and collect and retain data associated with message delivery.

  • Coordinate off-duty security/police support for College functions, including student-sponsored social events, as needed.

  • Coordinate parking, transportation, traffic control, emergency medical, and security services for campus events, as required.

  • Actively participate as a member of the following College committees or teams: Safety Committee, Critical Incident Management Team, Threat Assessment Team (Co-Chair), Americans with Disabiliites Act (ADA) Committee, and Chair of Closed Circuit Television (CCTV) Committee.

  • Promote positive community relations in the performance of job duties.

  • Be on-call for campus emergencies.

  • Other job duties deemed necessary.

Physical demands

  • Requires full range of body motion, including reaching, stooping, kneeling, climbing, and walking.

  • Ability to lift/carry items weighing up to 50 lbs.

  • Must have good vision and hearing, with or without corrective devices.

Travel required

Required education and experience

  • Supervisory experience is required.

  • In-depth knowledge of safety procedures and legal requirements with regard to a campus security operation.

  • Possession of a valid Virginia driver's license is required.

  • Computer proficiency is required.

  • Must pass a complete police criminal background investigation, including driving record check.

Preferred education and experience

  • A college degree is desirable.

  • Significant training and experience in fields related to law enforcement, safety, security, and customer service may be substituted.

  • Prior related work experience in a college environment is desired.
