JOB SUMMARY:

The Director of Business & Data Insights will lead the organization's
analytics strategy, fostering a data-enabled culture and overseeing data
collection, tracking, review, measurement, and interpretation. This role is
pivotal in providing statistical leadership, facilitating problem-solving, and
informed decision-making. The director will also ensure performance metrics
align with continuous improvement efforts and actionable insights.
Responsibilities extend to IT-related tasks, including database design,
maintenance, quality assurance, and systems integrity, to effectively track and
report data, identify trends through surveillance, and conduct statistical
analysis and field epidemiology. Additionally, the director will offer expert
management advice and subject-related expertise grounded in empirical evidence.

REPORTS TO: Chief People Officer

SUPERVISES: Business Analyst II, Business Analyst III, TBD

COMPENSATION: $120,000 - $130,000 annually (depending on experience)

ESSENTIAL FUNCTIONS:

Provide strategic leadership and operational guidance for business
transformation efforts, fostering growth and enhancing operational efficiency.
Collaborate with leadership to define and implement the strategic vision for
business intelligence and insights.
Offer thought leadership on emerging trends and technologies in analytics
and business intelligence.
Identify key performance indicators in collaboration with cross-functional
teams to drive prioritization and benefit realization.
Partner with department heads and the analytics team to develop dashboard,
analytical models, and reporting systems for actionable insights.
Act as a liaison between enterprise data teams and business units to ensure
alignment with organizational objectives, maintaining key relationships and
effective partnerships across the organization.
Develops operating plans, budgets, and strategic objectives that support the
Authority's goals, objectives, and strategic plans.
Provides statistical leadership through the management and implementation of
policies, processes and methodologies used in the collection, evaluation, and
integrity of data for the Authority.
Describes, audits, documents, and presents performance information based on
the results of the metrics associated with the organization's Transit
Organization Performance Scorecard (TOPS), Key Result Areas, and Department
level initiatives.
Interacts with other business units to understand current business processes
to identify process improvement and tracking mechanisms to assist in achieving
operational and financial results.
Interprets and explains data and results to Executive leadership using
tabular formats, fact sheets, graphs, and reports on research results.
Manages the American Bus Benchmarking Group (ABBG) data, submissions, and
analysis of results for benchmarking.
Directs, coaches, and appraises the performance of direct reports and
provides the necessary project and task allocation and tracking coordination
between activities.
Identifies training needs, initiates development of subordinates through
goal setting, and recommends effective career development plans are in place for
long-term growth and retention.

EDUCATION & EXPERIENCE:

Bachelor's Degree required in Data Science, Analytics, or a job-related
field.
Master's Degree preferred.
Doctorate Degree a plus.
A minimum of five (5) years of work experience in statistical analysis.
Seasoned professional with a deep understanding of analytics, business
intelligence, and the ability to translate complex data into actionable
recommendations.
Deep data knowledge and experience with data platforms, data analysis,
visualization tools and change management.
At least one year of supervisory experience required.

ADDITIONAL RESPONSIBILITIES:

Use common practices such as regression analysis, ROI, net present value,
benefit to cost ratio, breakeven point, etc. to conduct analysis and identify
positive financial opportunities.
Apply statistical tools including but not limited to, trend analysis,
regression analysis, and hypothesis testing.
Create "what if" models to determine possible outcomes of strategic
decisions.
Provides support to Planning and Legal departments in the area of Title VI
compliance.
Familiarity and ability to leverage applicable Artificial Intelligence
technologies.

KNOWLEDGE, SKILLS & ABILITIES:

Strong verbal communication and reading comprehension skills.
Advanced functional use skillset with Microsoft PowerBI.
Expert knowledge and daily working with Excel.
Experience with databases and data sources.
Ability to decipher and understand data structures and relationships in
T-SQL.
Ability to productively work with employees across departments and at all
levels within the Authority (RGRTA).
Ability to clearly explain and 'sell' new ideas and proposals.
Analytical, with critical thinking and active listening skills.
Values integrity in relation to analysis and usage of company data.
Decisive, with the ability to offer strategic business insight.
Effective in reaching goals and objectives where no precedent previously
exists.
Customer/public service orientation.
