The Director of Behavioral Health will provide administrative guidance and supervision of clinical and administrative staff, and to collaborate with multidisciplinary teams to coordinate clinical needs and provide quality behavioral/mental health services at Pima County Jail located in Tucson, Arizona.

Essential Duties and Job Responsibilities:

  • Coordinate site/unit behavioral/mental health services by provision of administrative support, supervision, and patient monitoring

  • Develop, implement and evaluate behavioral/mental health services, including intake/admission process, assessments, individual follow-up, treatment planning, psycho-educational treatment, group therapy, crisis intervention, and services for segregated patients

  • Plan, supervise, assign, and manage the clinical responsibilities provided by behavioral/mental health staff to ensure that facility/unit needs for clinical and consultative services are met

  • Coordinate the supervision of unlicensed mental health staff

  • Supervise clerical support staff to ensure patient medical records and department files are maintained appropriately and as required by policy

  • Respond to behavioral/mental health emergencies and participate with staff in resolving the emergency

  • Ensure provision of clinical evaluations as required by the client's administrative staff or other appropriate agencies

  • Develop system that provides 24-hour behavioral mental health consultation services to institutional staff that require assistance with immediate crisis intervention for patients if required

  • Assist in staff selection and recruitment as requested and coordinate orientation for new staff

  • Provide staff counseling and performance evaluations including applicable documentation under the direction of Regional Office leadership

  • Provide in-service opportunities to behavioral/mental health staff to ensure compliance with in-service requirements

  • Assist Company administration in ensuring staff credentialing, personnel, health and safety, and training files are updated as required

  • Provide direct clinical services for patients and on-call mental health services as required

  • Collaborate with multidisciplinary team members in monitoring and treatment of patients requiring behavioral/mental health services and in the development of individualized behavioral/mental health treatment plans

  • Identify and maintain professional boundaries to preserve the integrity of the therapeutic process and relationship

  • Proactive in performance improvement activities as demonstrated by participating in the Continuous Quality Improvement (CQI) program (peer review; record reviews; membership on the CQI committee) and modifying clinical practices based on CQI recommendations

  • Acquire and maintain current clinical knowledge and skills and professional standards

Qualifications

  • Masters level degree in Psychology, Social Work, Counseling, or related field from an accredited educational institution required.

  • Minimum of two years supervisory experience required.

  • Three years behavioral/mental health experience in a correctional and/or mental health services environment required.

  • Active professional license to practice in applicable state required.

  • Must maintain current tuberculosis documentation and active CPR certification.

  • Must be able to pass background investigation and obtain agency security clearance where applicable.

This position provides supervision and oversight of programs within the BBH department including training and supervision of the employees. The Shared Services Director will work in collaboration with BBH administration and with the Chief Health Services Officer. Essential Duties & Functions (With or Without Accommodation): * Ensures clinical supervision is conducted by BHP for employees pursuing independent licensure in Arizona individually or in group settings. * Oversee provision of clinical services ensuring that they are in compliance with contractual and regulatory requirements. * Maintain compliance with the Arizona Board of Behavioral Health Examiners (ABBHE) requirements for professional disciplines. * Review, interview, hire, train, supervise and support clinical staff including Behavioral Health Professionals (BHP), Behavioral Health Technicians (BHT), and Behavioral Health Paraprofessionals (BHPP), Admissions Specialists, LPN, Medical Assistant, Office Manager, Intake Clinicians, Transportation Manager. * Ensure regularly scheduled administrative, clinical and reflective supervision is provided individually and in a group setting for BHPs, BHTs, BHPPs, as necessary. * Monitor quality of work and provide feedback to BHPs and BHTs, BHPPs, admin support, through audits, reviews and regular supervision. * Coordinate service provision and collaboration with community partners. * Coordinate clinical services for adults and children and families referred to BBH for behavioral health, therapy, transportation, intake and medication services. * Oversee the coordination of placement for members referred to the transportation services, medication services, or behavioral health services. * Attend required trainings per contractual agreements. * Facilitate staff meetings to disseminate information, oversight, and case presentations. * Develop and provide trainings as deemed necessary. * Maintain confidentiality of client and staff information. * Participate in management team activities. * Adhere to and promote others adhering to all program, operational and personnel policies and procedures. * In conjunction with clinical staff, develops and monitors member service plans. * Ensures member receives necessary behavioral health services from EBF or other appropriate providers. * May oversee or conduct updates on annual assessments and develop treatment plans as determined by the Senior Clinical Director and EBF policies. * May provide individual, family, and/or group counseling based on needs as determined by the Senior Clinical Director and EBF policies. * Oversees the maintenance of member records in accordance with agency and funding source requirements. * Performs crisis intervention and solution-focused interventions. * Participates in ongoing program planning and development. * Ensures services are provided in a culturally competent manner. * Adheres to all EBF policies, procedures and protocols in addition to State/RHBA regulations. * Participates in the BBH Directors meetings as the representative of Shared Services. * Responsible for ensuring adult services through BBH meet all regulatory and programmatic requirements. * Ensures the coordination of medication services with psychiatrists and outside agencies as necessary. * Maintains budget and approves program purchases for front office staff and office manager. * Any other duties as assigned. Minimum Educational and Certification Requirements: * Masters degree in behavioral health related field with a combination or experience from which comparable knowledge, skills, and abilities have been achieved; High school diploma or GED required. * Independent licensure by the ABBHE (LCSW, LMFT, LPC, etc.) preferred. * On the Clinical Supervisor listing maintained by the ABBHE. * Must be at least 21 years of age and able to obtain a Level One Fingerprint Clearance Card. Employment contingent upon a satisfactory criminal background check. * Valid Arizona drivers license and the willingness to use personal vehicle in the course of employment (personal vehicle in safe/operable condition for work related appointments). Must meet minimum requirements of agency insurance carrier and provide a 39 month driving record from DMV is required at time of hire. Provide and maintain an Arizona Drivers License and proof of auto insurance at all times. * Obtain and maintain current CPR and First Aide certification. * Must be able to meet training and agency compliance requirements for the position. * Prior supervisory experience preferred. * Experience providing therapeutic services with young children and their families preferred. * Spanish speaking preferred.
