Position Purpose/Summary

Responsible for planning, organizing, directing and coordinating all of the financial activity, general administration and operations of the City's Development Services Division. This includes preparing and presenting budget recommendations to the CDO, Mayor and City Council concerning programs, projects, policies, and procedures of the Division. This position establishes and maintains divisional goals, objectives and evaluates their impact on the division and city's goals and operations, and implements program fiscal policies and procedures to ensure compliance with applicable funding programs and regulations. Monitors state and federal policy and budget developments related to the division. Work is performed under the general direction of the Director of Community Development / Chief Development Officer. Supervision is exercised over all fiscal personnel within the division.

Essential Functions

  • Oversees all financial aspects of state and federal community development, redevelopment, and housing programs. Assures adherence to proper procedures and maintains close liaison with officials, agencies and organizations.

  • Assures compliance with all financial rules and regulations as they relate to the five major community development entitlements: Community Development Block Grant (CDBG), HOME, Emergency Shelter Grant (ESG), Housing Opportunities for Persons with AIDS (HOPWA),and Continuum of Care (COC).

  • Assures financial compliance with the rules and regulations for any and all other grants and funds that are administered by the Development Services Division.

  • In coordination with relevant department heads and departmental staff, ensures all mandated public hearing and/or participation requirements for grants managed are conducted in compliance with local, state and federal laws and guidance.

  • Responsible for all monthly, quarterly, semi-annually, and annually reporting requirements to funding agencies for all departments within the Development Services Division.

  • Serves as the primary contact for the U.S. Department of Housing and Urban Development for all grant management and reporting issues. Responsible for coordination and response to all federal monitoring and audit activities, including ensuring timely and compliant responses to any concerns and/or findings.

  • Oversees annual departmental requests for CDBG funding, including review of all requests, oversight of review committees and prioritizing funding allocations in consultation with Mayor and Chief Development Officer. Responsible for setting up all CDBG related departmental accounts, timely reporting, tracking expenses and ensuring adherence to funding requirements, compliance with applicable laws and expenditure deadlines.

  • In coordination with the Chief Development Officer and relevant department heads, develops all departmental budgets within the Development Services Division and coordinates the Development Services Division budget hearing presentations and serves as the division's primary contact for the Office of Management and Budget for all fiscal matters related to the division.

  • Coordinates all financial activities of all departments within the Development Services Division, including adherence to approved budgets, review of all requisition and purchase orders, contracting requests and ensuring all contracts are expended in compliance with applicable laws and handles all closeout of contracts within MUNIS.

  • Oversees management of all budgetary and fiscal matters related to the Springfield Redevelopment Authority, Springfield Conservation Commission and Springfield Historic Commission and/or other authorities and/or commissions that come under the purview of the Chief Development Officer or the Development Services Division. Including budget development, tracking and/or expenditures.

  • Works with program and/or project staff to plan all elements related to developmental programs and to meet all local, state and federal requirements, as well as developer and lenders' timetables. Analyzes and critiques proposed development budgets.

  • Ensures all grant funding awarded to the Development Services Division are accepted and approved by the City Council, as applicable

  • Coordinates all personnel administration for the division, including hiring, tracking/reviewing payroll, reviewing time off requests, and coordinates all other personnel related issues in tandem with the Chief Development Officer and/or relevant department heads within the Development Services Division.

  • Confers frequently with Chief Development Officer, department heads, elected officials, departmental staff and business representatives, and the general public on matters concerning community development.

  • Performs related work as required.

Knowledge, Skills, and Abilities

  • Thorough knowledge of the objectives, philosophy, principles, methods, and techniques of modern municipal community development.

  • Thorough knowledge of municipal budgetary and financial methods and principles.

  • Thorough knowledge of development finance and lending practices.

  • Thorough knowledge in the administration of federal community development, redevelopment and housing rehabilitation programs.

  • Thorough knowledge of the financial administration of federal community development, redevelopment, and housing rehabilitation programs.

  • Considerable knowledge of the objectives, philosophy, principles and methods of municipal planning, economic development and housing.

  • Considerable knowledge of the basic principles of organization, financial administration and personnel administration.

  • Ability to plan, administer and coordinate complex, large-scale and varied programs and functions of a municipal community development department.

  • Ability to make sound decisions and recommendations on matters of major policy and complex administrative and technical problems and to substantiate such decisions to the Chief Development Officer, Mayor, City Council and the public.

  • Ability to establish and maintain effective working relationships with municipal officials, department heads, government and business officials, neighborhood organizations, and the general public.

  • Ability to express oneself clearly and concisely, orally and in writing.

  • Complex reading and writing, analytical skills, perception and comprehension, judgment, and decision making.

  • Ability to work with those who may have differing opinions and maintain cooperative working relationships.

Education and Experience

  • Bachelor's degree with major course work in management, finance, public administration, urban development or a related field and ten (10) years of relevant experience in community development, budget management, and financial administration; OR, any equivalent combination of fourteen (14) years.

  • Masters Degree highly desired
