Position Summary Information

Job Goal

The purpose of this position is to ensure students with disabilities learn in an accessible, equitable and inclusive environment. The Director of Accessibility Services ensures that students with disabilities who experience barriers in the design of College programs, services, and facilities have equal access through the provision of accommodations.

The Director of Accessibility Services works with each student and the appropriate stakeholders to develop a plan of action and/or accommodation plan with students experiencing barriers by conducting interviews, collaborating with the student, and reviewing medical documentation to develop the plan of equal access. The Director of Accessibility Services partners with students, faculty, and staff to create an inclusive campus community that values the talents and abilities of all people.

Duties and Responsibilities

Demonstrate an understanding of and commitment to the mission, vision and values of NICC by providing campus leadership and advocacy in a comprehensive approach to educational access for students with disabilities. Provide leadership regarding current laws and educational strategies pertaining to students with disabilities and other pertinent issues related to the Americans with Disabilities Act as amended and Section 504 of the Rehabilitation Act.

Ensures that students with disabilities who experience barriers in the design of College programs, services, and facilities have equal access through the provision of accommodations such as auxiliary aids and services, materials in alternative formats, sign language interpreters, lab assistants, assistive technology, readers, test proctors, note takers, equal access to facilities, etc. as well as providing information and referral concerning admission, access, and participation in College and community programs.

Develop accommodation plans that provide equitable access to learning by participation in an interactive process with students with disabilities, reviewing documentation and collaborating with the college community. Consult with faculty, advisers and learning center staff to implement accommodation plans.

Administer procedures to provide disability support services which assist the college to comply with federal, state, and district regulations/policies (Section 504 of the Rehabilitation Act, Americans with Disabilities Act (ADA), and RCW28B.10.910-16) regarding access and disability accommodation.

Create accommodation plans to provide continued access to learning in cases of unplanned and short-term accessibility issues.

Play an active role in recruitment efforts, including, presenting to student groups, connecting with students as they look at transitions into NICC, and collaborating with high school disability services teams. Work closely with area high schools and community agencies to assist students in transitioning into and out of college.

Coordinate with student support services and enrollment management to integrate services for students across the district.

Provides training and technical assistance to faculty, staff, administrators, and students about universal design, disability studies and issues, reasonable accommodations, technology, barriers to programs and services, as well as local, state, and federal regulations related to disabilities.

Provide leadership for the accessibility services team, including hiring, training, supervision and evaluation of the Accessibility Services Coordinator and Assessment Testing Technicians.

Responsible for student records, documentation, data and information with strict attention to accuracy and confidentiality of all student records in accordance with Family Educational Rights Privacy Act (FERPA) regulations.

Facilitate a work environment that encourages knowledge of, respect for, and development of skills to engage with those of other cultures or backgrounds.

Responsible for maintaining and updating departmental policies, information and web resources.

Monitor financial resources for the department. Participate in policy, procedural, and fiscal decisions that affect learning support for students.

Responsible for student records, documentation, data and information with strict attention to accuracy and confidentiality of all student records in accordance with Family Educational Rights Privacy Act (FERPA) regulations.

Responsible for maintaining and updating departmental policies, information and web resources.

Qualifications

Master's degree in rehabilitation counseling, counseling, special education, social work, psychology or closely related field required.

Three years of experience working with students with disabilities in a postsecondary setting is preferred.

Knowledge of universal design and the socio-political model of disability is required. Knowledge of the Americans with Disabilities Act (ADA), the Americans with Disabilities Act Amendments Act of 2008 (ADAAA), and Section 504 of the Rehabilitation Act and their application to the College setting are required.

The ability to conduct interviews and review medical documentation to develop appropriate accommodations is required.

The ability to collaborate with students to determine the best learning environments and appropriate accommodations is required.

The ability to solve problems and develop creative solutions when barriers are present is required.

Experience in supervision and management of staff in a supportive student-centered environment.

Excellent interpersonal skills, oral, written, presentation, and computer skills and ability to manage multiple projects in a dynamic environment.

Experience in budget management. Strategic planning and experience with state/federal requirements and procedures desirable. Ability to demonstrate respect for and sensitivity to a diverse population required.

Essential Functions

Provide consultation and serve as informational resource to staff and faculty in regard to accommodations and modifications needed for students with disabilities; keep abreast of current developments in the field

Monitor and evaluate the effectiveness of programs and services.

Remains competent and current through self-directed professional reading, developing professional contacts with colleagues, attending professional development courses, and attending training and/or courses.

Perform other duties on behalf of the College, as assigned by the supervisor.
