Minimum Qualifications Bachelor's degree and six years of relevant experience.*

  • *Substitutions: four years of specialized experience or associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description As Director of Enforcement, the candidate will oversee Zone 1 (NYC) Enforcement Bureau and enforcement of NYC's newly created roadside dining plan called "Open Restaurants Program". Duties will include, but are not limited to, the following:

  • Plans, directs and coordinates activities of the Zone 1 Enforcement Bureau which operates out of ABC's zone office in New York City. The investigative specialists in Zone 1 conduct compliance investigations and testify at administrative hearings where disciplinary charges against licensees for alleged violations of the Alcoholic Beverage Control Law are heard.

  • Oversees and supervises Investigative Specialists in Zone 1.

  • Establishes standards and procedures, and quality controls, for conducting investigations, preserving evidence, and testifying at hearings.

  • Assists the Deputy Commissioner in planning and developing new and revised programs, policies, and procedures.

  • Organizes and supervises the conduct of a program of in-service training for zone 1 investigative specialists.

  • Conducts, through field personnel and by personal contact, better operating relationships between ABC and local law enforcement agencies in Zone 1.

  • Coordinates Zone 1 activities with Counsel's Office and the Licensing Bureau.

  • Consults with Deputy Commissioner and Counsel on compliance issues, policies, and procedures.

  • Supervises the conduct of special investigations on own initiative or as directed by the Deputy Commissioner and/or Counsel's Office for Zone 1.

  • Reviews operating reports and prepares administrative reports as required for Zone 1.

  • Attends conferences, public hearings, and professional meetings and meetings with civic groups, regarding the ABC's procedures and policies for Zone 1, which may be held during or after the regular workday.

  • Oversees and assists in supervision of Zone 1 Enforcement employees, including conducting performance evaluations, interviewing prospective employees, making decisions related to candidates for hire, employee training, and disciplinary actions.

  • Drafts memoranda and correspondence pertaining to all aspects of compliance with the Alcoholic Beverage Control Law for Zone 1.

  • Serves as a backup in the direction of the Enforcement Bureau in the absence of the Deputy Commissioner.
