Chemonics seeks up to two New Business Directors for its Global Health and Supply Chain Office (GHSCO), located in Arlington, VA. The directors provide day-to-day management of a robust forward market, supervise staff, operate in leadership roles for new business development, and/or technical assignments, and increasingly contribute to departmental, regional, and corporate strategies, technical practices, and staff development and supervision. The directors are responsible for leading USAID market capture as well as diversification efforts with non-USAID clients in a wide range of health and supply chain technical areas. Candidates should have significant proposal development experience, a strategic outlook on business development, and a commitment to the professional development of staff. The Global Health and Supply Chain new business team will pursue health and supply chain technical assistance opportunities for both the Global Health Division (GHD) and Supply Chain Management (SCM) Division. The team will build on and demonstrate Chemonics' holistic approach to improving health outcomes, from commodity procurement and delivery, to health sector governance and building capacity of clinical partners, to scaling innovations to maximize impact.

Responsibilities include:

  • Plan and direct home office new business activities for the GHSCO and participates, as needed, on corporate new business task forces with special emphasis on technical approach strategy and proposal team

  • Analyze development funding trends and priorities. Formulate strategies, new directions, and techniques to grow the company and improve market share, and networks with clients, consultants, and counterparts regarding new business opportunities

  • Develop effective working relationships with clients, counterparts and stakeholders and continually promote outstanding client service with home office staff and field teams. Establish and nurture collaborative relationships with potential partners, subcontractors, technical specialists, and donor agencies

  • Proactively track upcoming solicitations and inform relevant in-house parties of bids in sufficient time to make informed "go and no go" decisions

  • Oversee and/or lead proposal teams including developing guidelines consistent with corporate policies and best practices

  • In collaboration with GHSCO SVPs, develop and supervise implementation of proposal strategies to optimize profitability and win rate. Apply in-depth technical expertise to new business efforts, and Chemonics knowledge base

  • Conceptualize and lead or supervise proposal, G-trips, and other relevant technical assignments

  • Advance body of knowledge and quality standards in primary discipline and practice networks. Formulate interdisciplinary approaches and advise others on technical trends and programming priorities. Undertake leadership role in proposal development, analyzing and recommending bid decisions, and conceptualizing teaming, technical approaches, and cost strategies to maximize competitive advantage. Generally assume role of proposal czar or technical writer, providing vision and leadership to proposal teams, and mentoring and supervising the application of best practices

  • Travel to explore new business opportunities, represent Chemonics, or gather information to write a technical proposal. Interact with key client and counterpart staff to strategically influence new programming decisions, and develop and negotiate strategic partnerships with local firms.

  • Independently track, implement, and perform regional new business efforts, including organizing and leading new business teams, strategy sessions, training, and teaming arrangements

Qualifications:

  • Minimum 8 years of project, business development, staff management, or other relevant experience

  • Knowledge of company's main clients and their operations

  • Understanding and fluency in financial and project management systems and procedures

  • Ability to conceptualize, outline, perform, and direct the research and writing of technical documents (reports, proposals, professional articles)

  • Proven facilitation and presentation skills

  • Recognized by others as an experienced international development practitioner in a specific technical area. Contributes consistently to mentoring of junior staff

  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge

  • Ability to operate at advanced levels of authority and control significant activities, budgets and resources to produce and take responsibility for results

  • Demonstrated leadership, management, organizational, and decision-making skills

  • Demonstrated ability to manage and supervise staff assigned to the new business team or proposal efforts

  • Ability to travel and work abroad approximately 8-12 weeks per year

  • Ability to work effectively both independently and as part of a team

  • Demonstrated leadership, versatility, and integrity

The team will build on and demonstrate Chemonics' holistic approach to improving health outcomes, from commodity procurement and delivery, to health sector governance and building capacity of clinical partners, to scaling innovations to maximize impact. Responsibilities include: * Initiate and develop effective working relationships with clients, potential partners, counterparts, stakeholders, subcontractors, technical specialists, and donor agencies * Identify and develop new business leads, clearly identifying Chemonics' role in current international development assistance programs and trends * Externally promote Chemonics, representing company history, values, and standards by attending events, networking with clients and counterparts, and displaying a clear understanding of the past and present portfolio * Collaborate with regional operations team to properly resource new business teams within and outside of region or profit center * Oversee management of new business consultants, including timesheet management and ensuring payments are processed for consultants * Develop and supervise implementation of proposal strategies in collaboration with senior vice president and director of new business development to optimize profitability and win rate * Act in a variety of proposal leadership roles to ensure that Chemonics' best practices and quality standards are followed during preparation and submission * Apply knowledge of NICRA rates to provide early estimates of proposal profitability, prepares cost proposals independently and in compliance with Chemonics' standards, and mentors others in such tasks * Learn and promote strategies for effective teamwork and leadership development and cultivate collaborative working relationships across the company * Actively engage in technical practice of relevance to areas of interest or focus, sharing information and best practices learned with the company * Supervise, develop, and evaluate assigned staff.
