Position Summary:

This is a once in a lifetime opportunity to lead a team focused on Leadership Development at a, mission driven organization and a market leader in the field of genetic sequencing. Reporting to the VP of business facing HR, this position is responsible for leading, expanding and executing strategies focused on the growth and development of our leaders and cultivation of a diverse internal pipeline of leadership talent. The position is based in our Headquarters in San Diego.


The Director leads the advancement of leadership capability including key programs and processes such as: succession planning, talent reviews, assessments (360 and behavioral), executive coaching, team building interventions, executive on-boarding and the enterprise metrics and analytics for the function. While this role is focused on our leadership pipeline, the position holder needs to be an innovator across the talent management spectrum capable of designing programs that help manage our talent holistically.

The core responsibilities include:

  • Being an expert in designing and/or procuring development programs, processes and tools for our leadership population

  • Closely partnering with our HR Business Partner community to deliver global and impactful development programs for our director and above population

  • Driving innovation and personal experiences through executive development

  • Leading adoption of our new Leadership Model (co-developed with our executive team) and the maturation of programs that support leadership expectations and development

  • Partner with our leader of Learning and Professional Development to ensure effective growth strategies, aligned to our leadership model

  • Assess needs for targeted internal mobility programs to grow leadership talent and improve our succession, bench and global mindedness

  • Own our annual talent reviews and succession planning for VPs and strategies for their on-going coaching and development

  • Manage internal pipeline development, nurture our talent pools supporting hippos, critical and diverse talent

  • Lead key promotion processes for Sr Director and VP/SVP

  • Develop effective programs for leadership on-boarding

  • Drive the adoption of talent planning processes that lead to tangible results in leadership/high potential development, targeted sourcing and talent acquisition

  • Assist or lead the development of programs targeted at improving organizational effectiveness (e.g. org planning and design, decision making and empowerment, team cohesion and change management)

  • Provide thought leadership for the development of other talent management programs needed to ensure the agility of our organization and the engagement of our people

Preferred Background and Experience

  • We are looking for 15+ years of Human Resource experience focused in Talent Management & Leadship Development

  • Fortune 500 Life science, pharma, DX or tech experience preferred

  • BA in Industrial Organizational (IO) Psychology or related HR discipline -an advanced degree in IO a plus.

The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). WHAT IS THE LEADERSHIP DEVELOPMENT PROGRAM (LDP)? The Intake Advocate Leadership Development Program offers structured leadership training and developmental assignment. During the eighteen (18) month program, all participants will attend a pre-classroom orientation, complete Career Learning Plan, ELMS, other online courses and attend leadership-training classes (virtually and/or face-to-face budget permitting). Additionally, candidates may be assigned a mentor, participate in a shadow assignment and possibly a managerial developmental assignment. As a Participant in the LDP you will: * Remain in your current position and post of duty. * Participate in an 18-month training and development program that may include shadowing or acting assignments and a variety of developmental activities. While on developmental assignments, you may: * Instruct employees in specific tasks and job techniques and makes available written instructions, reference material, and supplies. * Maintain knowledge of work in the organization and answers questions for employees on procedures, policies, directives, etc. * Assist in planning work methods and making day-to-day adjustments in accordance with established priorities to meet deadlines. * Distribute and balance the workload among employees in accordance with established work flow or job specialization and assures timely accomplishment of the assigned workload. * Check work in progress and reviews completed work to ensure that supervisor's instructions on work sequence, procedures, methods, and deadlines are met. * Give feedback on performance, progress, training needs, and disciplinary problems of employees. * Provide for and administers on-the-job training for newly-assigned employees; assists lower-grade employees on more difficult work. * Prepare and assists in disseminating new or revised operating and/or administrative procedures or training material and conducts classroom training as appropriate. * Resolve simple, informal complaints of employees.
