Someone should be technically strong
They use currently HP ALM, JIRA, Confluence, etc so experience on those tools will be big plus
Local would be preferred but if someone is ready to relocate they are fine for non-locals also

Overall 12 plus years of IT experience in Quality Assurance, Test Management, Release Management including responsibility and ownership for IT delivery and project teams.
Experience required in the selection and successful management of on-going relationships with multiple service providers (technology and services including non-US based off-shore service providers). Experience with IT compliance, risk and SOX requirements.
Industry experience Deep QA, testing and release management strategies, tools, process and technology knowledge and experience, with innovative and progressive solutioning track record. Proven experience with deployment and operations of an outsourced QA and Release Management function.
Information Technology Literacy: Proficient at understanding of technology directions, trends and strategic business impacts. Strong proficiency in test automation, regression and performance management, risk evaluation, project management and demand management.
Familiarity with IT standards and compliance topics such as Sarbanes-Oxley (SOX) and related standards are preferred.
IT Leadership: Ability to design and lead an effective IT organization made up of employees and vendor resources both onshore and offshore that have highly technical skill sets.
Ability to contribute to the organizational strategic thinking beyond areas of responsibility. Knowledge of methods for conducting activities which identify and address stakeholders needs and consulting to and with the business on potential system impacts and risks. Excellent human resource management skills.
Experience leading successful IT areas; serving on a leadership team, resource management, people management, and financial analysis.
