The IMD Director provides leadership, direction and supervision of North Carolina's non-motorized, new mobility, transit, bicycling and pedestrian activities including a large team made up of in-house staff, consultants, contractors, and other partners. Integrated Mobility is a newly established Division recognizing that the way people move is changing rapidly and this Division is tasked with preparing the State for the way we move today and the way we will move in the future. Position oversees the Department's Complete Streets policy which requires construction projects to include the relevant non automobile based transportation options to be included in the plans. These are new duties and require a strong background in program direction and engineering as an integral part of the design and construction team. The Director plans, evaluates, and establishes long range programs, goals and priorities, serves as a technical expert in reviewing, approving and making recommendations on final decisions on complex, sensitive, or controversial issues within the Division. Position reviews, evaluates, and makes final decisions on budgetary issues.

Applicants must submit an application that clearly reflects work experience that demonstrates the following:

  • Thorough knowledge of the principles and practices of transportation engineering and planning as it relates to public transportation, pedestrian, and bicycle-oriented transportation, and associated accommodations, and the interrelationship of these motorized and non-motorized modes with other transportation modes.

  • Knowledge of professional engineering theory, techniques, practices, and procedures as related to design, construction and operations, and maintenance methods, materials and equipment related to multimodal roadway, transit, and non-motorized transportation options.

  • Thorough knowledge of federal and State policies relating to funds administration and knowledge of the activities and practices of the Department of Transportation, MPOs, and RPOs.

  • Knowledge of federal transit programs and how the Federal Transit Administration (FTA) functions.

  • Knowledge of FHWA functions and programs and specifically as they are related to new mobility, bicycling, pedestrian, scooters, etc.

Ability to develop and maintain an effective working relationships with other state, local, and federal contacts, sub-recipients, private transportation providers, human service providers and their clients and the general public.

Ability to prioritize tasks and monitor progress through completion.

Ability to organize and direct the activities of professional-level employees, communicate effectively in oral and written form, and establish and maintain effective working relationships with a variety of State, federal, and local government officials and leaders as well as with representatives of private concerns.

Ability to develop, analyze, interpret, and apply policies and procedures.

Knowledge of the various transportation modes and their interrelationship.

Advanced computer skills and understanding of data processing needs of the Division, including Microsoft office applications, mapping and the extraction of systems data to meet reporting and organization of information.

Broad understanding of technologies that are used in transit, their benefits, and their role as problem solving tools.

Bachelor's degree in engineering from an appropriately accredited institution and a minimum of seven years progressive engineering experience including four years of supervisory experience or an equivalent combination of education and experience.
