The Director, IT&S provides the vision, leadership and management of the hospital???s information systems in support of both business and clinical operations. This role requires a strong project management and customer service focus and will be responsible for providing a hospital-level view on all high-priority strategic projects as well as serve as a focal point for coordination of enterprise-level efforts.
The Director, IT&S is responsible for the development and implementation of the clinic and hospital IT strategy in the context of the enterprise IT strategy including actionable roadmap and budget, and must have the ability to establish clear objectives, set priorities, define realistic time frames, manage expectations of users and effectively manage staff, projects and vendors in delivery of the strategic objectives. The role has a high level of exposure to senior leadership at the clinic, hospital, group operations, and enterprise IT level and will work closely with them on a variety of strategic initiatives

RESPONSIBILITIES

Plan for the Information Technology needs of the organization including clinical and financial systems, imaging, voice and data communications, and office automation.
??? Plans, coordinates, directs, and designs all operational activities of the IT department, as well as provide direction and support for IT solutions that enhance mission-critical business operations
??? Develops policies and procedures in the Service Delivery department to manage access and the availability of data as a resource for the organization and promote the sharing of information across clinical and business teams and platforms.
??? Oversees the development of information systems strategy to align with the business plans of the hospital. Develop work plan, timetables and estimate of required resources to successfully implement cost and efficiency improvements or solve operational procedures.
??? Coordinates the execution of enterprise IT efforts locally and de-conflicts these efforts with local priorities. Interact regularly with Corporate leadership, staff and external partners to ensure successful completion of these efforts. Represents the hospital in the enterprise Technical Review Board as needed.
??? Recommends changes/upgrades to existing systems and new software and hardware acquisition.
??? Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
??? Communicates regularly with leaders in the organization about IT priorities, implementations, changes, and upgrades.
??? Establishes strong relationships with hospital and clinic staff and leadership, group leadership, Corporate IT staff and leadership, and external partners to ensure high-quality delivery of service to the hospital and clinics.
??? Ensures that end users are trained adequately to take full advantage of the Information systems in the organization.

Manages system administration of all locally-managed applications and infrastructure.
??? Ensures that all information systems and infrastructure operate according to documented standards (internal including both the hospital and Corporate, external accrediting agencies, regulatory agencies and legal requirements, including HIPAA).
??? Oversees the development and maintenance of the system architecture, defining standards and protocols for data exchange, communications, software and interconnection of health care network information systems such as the Quality Health Network. Actively coordinate with Corporate HITS leadership, staff and external partners to integrate new IT systems in the hospital and clinics.
??? Ensures that data systems are capable of providing all clinical reporting and statistics as required by Federal, state and local agencies. Oversees the development and maintenance of the IT back-up and disaster recovery plans in the event of power failure, damage to system, etc. in accordance with local, enterprise and industry standards.
??? Coordinates with Corporate HITS leadership, staff and external partners on the administration of centrally-supported applications and infrastructure as these capabilities are introduced into the hospital.
??? Manages relationships with both local and enterprise vendors for sales, service and support. Reviews all hardware and software acquisition and maintenance contracts, soliciting involvement and participation of other management team members as appropriate.

Manages the IT department.
??? Recruits, develops, mentors, motivates and leads the staff of the Information Technology Department. Maximizes staff performance and technical expertise through clearly defined objectives, training and skill development and performance evaluation
??? Develops work plan, timetables and estimate of required resources to successfully implement cost and efficiency improvements or solve operational procedures.
??? Develops the annual operating and capital budgets for information and technology systems based on organization strategic direction, user needs and available resources.
??? Oversees the development, maintenance, and communication of systems documentation, policies, and procedures.
??? Ensures appropriate response to any incidents or problems experienced in the hospital and clinics. Coordinates with Corporate HITS leadership, staff and external
partners on the resolution of issues, as needed. Leads the resolution of critical incidents as needed.
??? Ensures clear control and communication of changes within the hospital and clinic environment, and coordinates with Corporate HITS leadership, staff and external partners on the execution of any changes which will impact the hospital. Represents the hospital in the enterprise Change Advisory Board as needed.

Maintains the privacy and security of information. Functions as the Facility Information Security Officer.
??? Develops and enforces policy and procedures to ensure the protection of IT assets and the integrity, security and privacy of information entrusted to or maintained by the organization.
??? Develop and maintain all HIPAA Security policies and procedures and ensure they are available to the user community.
??? Complete risk assessment, analysis and action items of information technology systems. Participate in the investigation of potential information security violations and provide the data necessary to enforce established sanctions.
??? Participate as a key leader in any security event response activities.

Ensures the cost-effective expenditure of resources
??? Develops and maintains policies and standards aimed at maximizing effectiveness and minimizing costs related to the acquisition, implementation and operation of IT systems.
??? Provides advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems.
??? Evaluates alternatives, performs appropriate cost benefit analysis, and recommends solutions that maximize effectiveness and minimize costs commensurate with acceptable risks.

QUALIFICATIONS
??? Minimum of 7 years experience in Healthcare Information Systems with progressive management responsibility and previous experience in senior leadership role in a healthcare organization required.
??? A bachelor's degree in Computer Information Systems or a healthcare related business field is required, and a Master???s degree is desirable.
??? Relevant vendor-agnostic certifications such as the CPHIMS, PMP, ITIL-F are desired. Vendor-specific technical certifications are a plus, but not required.
??? Experience with end-user computing systems (such as PCs, mobile devices, printers, etc.) in a clinical setting.
??? Experience in the creation and management of capital / project and routine departmental budgeting.
??? Demonstrated ability to work effectively with clinical, administrative and executive leadership staff within a hospital environment, including participation in strategic goal-setting, budgeting, and financial management.
??? Seasoned manager with strong organizational skills and an open collaborative management style that empowers staff and demonstrates a strong customer service orientation.
??? In-depth understanding of the business, regulatory, and reimbursement processes and issues in a hospital and medical practice setting.
??? Experience should also include exposure to external contracting solutions, as well as support of in-house information and communication systems in a multi-site client-server environment.
??? Experience using Cerner is very helpful.
