Agency salary policy, budget and candidate's qualifications will dictate final salary offer. Typically, salary offers are at or near the midpoint of the range, depending on qualifications or other factors.

The Director I position under the direction of the Radiation Section Director provides oversight

and direction of planning, implementation, supervision, and monitoring of all operational activities of the Radiation Licensing, Registration Billing, and Operations Branches, ensuring optimal day-to-day performance of essential unit business functions. Provides counsel and advice to the Section Director, Associate Commissioner, and Deputy Associate Commissioner in establishing operational goals and objectives, coordinating and evaluating operational activities, and implementing process improvements for all Licensing, Registration, Billing, and Operational activities within the Radiation Section. Serves as an advisor to the Surveillance Section Director, providing coordination and technical guidance on unit activities.

Directly manages Licensing, Registration, Billing, and Operations Branch Managers geographically dispersed over the state. Oversees and directs pragmatic activities within the unit and plans and assigns the work of others.

Interprets state and federal statutes, regulations, and standards and provides technical assistance to managers, unit staff, and the regulated community. Conducts strategic budget review, approves expenditures for unit and assists Section Director and division leadership in monitoring budget and expenditures. Has wide latitude for independent judgment, decision-making, and direction of activities. This position is required to work outside of normal business hours, as needed.

Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other

duties as assigned.

(35%) Directs the management, coordination, and oversight of the statewide Radiation Section operations and staff. Responsible for the overall implementation, coordination, and evaluation of Licensing, registration, Billing, and operations activities within the unit.

Provides counsel and advice to the Section Director regarding strategic operations of section programs and their impact; establishes strategic goals and objectives and ensures effective and efficient surveillance activities; facilitates alignment and coordination of unit functions toward goals and objectives; evaluates unit operations and makes recommendations to develop and implement process improvements; performs strategic budget review and expenditure approval for the unit; works with Division leadership to implement solutions. Oversees the planning development, and implementation of procedures that guide the operations for the statewide Radiation section unit.

(25%) Serves as a member of the Radiation Section's leadership team, coordinating with the Associate

Commissioner, Deputy Associate Commissioner, Section Director, and division financial team. Provides guidance

and direction to the branch managers and program staff throughout the Radiation Section on policy, planning, priorities, and operations. Works with Section leadership to identify and resolve risks/issues.

Provides project management and direction on key projects and leadership of unit-wide workgroups. Ensures assignments and deliverables are accurate and complete, and ensures deadlines are met for the unit.

(20%) Manages and provides direction to highly-specialized managers within the Radiation Section that are geographically disbursed across the state. Plans, assigns, and supervises the work of others.

Directs, manages, and develops staff through review of performance data, consultation, training, and performance appraisal. Responsible for hiring and selection, assigning work, completing performance evaluations, approving personnel disciplinary actions, and scheduling and approving leave.

(15%) Interprets and applies state and federal statutes, regulations, and standards. Reviews and evaluates the impact of proposed federal and state laws on program objectives.

Ensures the regulations and standards established by the department are fair, equitable, and consistent with state and federal law. Monitors compliance with regulations and standards by regulated individuals and entities. Represents the department by making presentations, providing information and testimony, and collaborating with consumer advocacy associations, other state agencies, and federal partners. Responds to requests by legislators and other public officials.

(5%) Performs other duties as assigned. Other duties as assigned include but are not limited to actively

participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or

recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern

assignment and/or location.

Registration or Licensure Requirements:

N/A Initial Selection Criteria:

1.Bachelor's degree in a radiological science or radiological health-related field from an accredited four-year college or university. 2. Or an associate degree from an accredited two-year college or university with current or previous ARRT or MRT Certification and at least two years of experience as a Radiology Technologist.

The following five criteria are generally preferred but are not required; the hiring supervisor may consider any applicant who does not meet any or all of the generally preferred criteria. NOTE: Experience and education may be substituted for one another (15 semester hours = 6 months' experience). (1) 5 + years of experience managing technical and administrative staff. (2) 5 + years of experience in coordinating, monitoring, or evaluating the work of others. (3) Experience developing policies and procedures and/or evaluating workflow practices. (4) 5+ years of experience in a regulatory radiation program for a city, county, state, or federal regulatory program. (5) Experience as a radiation safety officer.

PREFERRED CRITERIA:

  • Advanced degree in a radiological technical field

  • Experience with a state regulatory agency

  • Experience in a regulatory environment

Experience in health physics and radiation sciences, working in a radiation safety program.
