Summary

This position provides leadership in the organization or functional areas of Nuclear Industry quality assurance (QA) management (i.e., for work/ operations governed by NRC 10CFR50, App. B; NRC 10CFR21; 10 CFR 830; ASME NQA-1; DOE O414.1D requirements) and is primarily engaged in activities that support the establishment and execution of the approved Quality Program and provide direction to the QA staff. This position performs work requiring advanced knowledge of Quality Assurance implementation responsibilities during engineering, procurement, and construction activities associated with internal and external Contractor and Supplier oversight controls and processes including audits and surveillance activities in the home office or as assigned to field locations.

Advanced knowledge is required in Nuclear-Industry construction codes and standards, gained through training, experience, and expertise acquired thru the execution of Quality Assurance management activities. This position will make decisions in areas that will impact the home office and site Quality organization and its employees, clients, budgets, policies, procedures, and work practices.

This position requires specialized skills and knowledge to handle the challenges and complexities of the offices and project quality activities. With authoritative decision-making this role's recommendations have a significant impact on regional and offices quality policies and programs. This role directs the work of assigned quality personnel.

Scope

This position applies diversified knowledge of quality assurance management principles and practices supporting both internal and external assignments. This position will have responsibility for the planning and execution of a wide variety of quality assurance tasks performed in collaboration with other operating functions/ disciplines.

The Quality Assurance Director will report to the Project Quality Director. The QA Manager will be responsible for the development and/or revision and application of Fluor Nuclear Power (FNP) Quality Assurance procedures and plans describing the methods of and controls of internal and external oversight processes necessary to assure compliance with the applicable FNP Quality Assurance (QA) Program.

Principal Job Duties & Responsibilities

The FNP Quality Assurance Director has the responsibility and authority for the development or maintenance of an the FNP Quality Program Manuals compliant with 10CFR50 App. B., 10CFR830 Subpart A, ASME BPVC Section III, ASME-NQA-1, and DOE Order O 414-1D. The FNP QA Director also has the responsibility for managing the QA functions of the FNP Quality Assurance Program, •.

including assuring that program procedures and quality related activities are performed in accordance with the Nuclear Quality Assurance Manual (NQAM), the Nuclear Quality Program Manual (NQPM), Project specific Nuclear Project Quality Plan (NPQP) and any unique contract requirements as applicable or assigned. The FNP QA Director supports the FNP Quality Director, and is also responsible for the following functions:

  • conducting internal program and project audits and surveillances;
  • ensuring the development and maintenance of the annual internal/external audit schedule;
  • interfacing with, and providing support to Project Quality management as necessary;
  • preparing and revising the NQAM and NQPM as necessary;
  • reviewing FNP Program Procedures and Practices;
  • supporting and providing guidance during external audits of the FNP Quality Program including NRC Inspections or other domestic and international regulatory body reviews;
  • maintaining the home office Nuclear Approved Suppliers List (NASL), ensuring that qualified suppliers are included on the NASL;
  • coordinating the scheduling and execution of triennial audits of approved suppliers, annual supplier evaluations, and supplier manual reviews;
  • reviewing and providing acceptance of subcontractor NDE Level III qualification and certification documentation and NDE practices and procedures;
  • issuing certification documents;
  • liaison with the Authorized Inspection Agency (AIA) for ASME Section III Code activities, and;
  • other duties as assigned.

Preferred Qualifications

  • Hold four (4) year degree from an accredited College or University in managerial or technical fields, such as construction/ project Management, applied sciences, or engineering

  • Ten (10) years of work-related experience with at least six (6) of those years having supervision or management experience.
