Overview

Responsible for managing the Organization's Employee Relations programs, HR Business Partners, policies and procedures to support and foster a positive and open working environment. Ensures compliance with the Organization's policies and employment laws and provides leadership to managers and departments on employee relations and employment issues. Counsels employees and management staff, conducts investigations, and educates management on various employment practices and considerations, including but not limited to positive employee relations and human capital management strategies to support the Organization's strategic goals.

Responsibilities

  • Counsels employees and managers regarding performance and behavior problems, terminations, demotions, work improvement and disciplinary actions, policy practice and interpretation. Assists in developing viable options and solutions.

  • Assists employees with problems, issues, or concerns. Serves as a liaison between employees and their department heads or supervisors.

  • Assists the Office of Corporate Compliance and Legal Services in the resolution of Corporate Integrity complaints, internal investigations, and miscellaneous employee relations concerns.

  • Counsels and directs management on issues of suspected substance abuse, mandatory referrals to employee assistance and return-to-work agreements. Coordinates, along with the Employee Health Services Coordinator the communication and follow-up of positive drug test results in "for-cause" testing.

  • Advises employees of the Problem Review and Resolution Program; identifies and orients the council members and ensures the proper handling of complaints and hearings. Reports findings and conclusions to administration.

  • Coordinates with management to facilitate solutions to department/climate related problems. Coordinates staff surveys and facilitates workshops on an as needed basis. Develops and coordinates strategies to enhance the working environment.

  • Prepares or acquires access to written learning and instructional materials for courses, seminars, and workshops. Delivers programs as needed.

  • Coordinates the investigation of complex employee relations issues i.e. sexual harassment charges, discrimination and involuntary terminations and recommends appropriate action.

  • Assists in the development of policies and procedures related to employee relations. Updates and revises related Personnel Policy Guidelines as needed.

  • Serves as contact and coordinator for the Critical Incident Stress Program.

  • Works with the legal department in preparing for investigations and filing EEOC and OCRC responses.

  • Assists management in implementing the Reduction in Force policy; identifying applicability of policy and those impacted; developing communication plan.

  • Maintains current knowledge base regarding employment and labor relation's practices and laws.

  • Supervises and coordinates the work of HR Business Partners.

  • Assists the HR VP and Directors with special projects and other matters, as assigned.

Qualifications

KNOWLEDGE , SKILLS AND ABILITIES REQUIRED

  • Bachelor's degree in Human Resources, Business Administration, or related field; knowledge of human resources procedures and employment laws.

  • 7 years of human resources experience, preferably in a health care setting.

  • Excellent customer service orientation.

  • Excellent verbal and written communications skills.

  • Extensive knowledge of labor, EEO, and wage and hour labor laws.

  • Analytical skills for evaluating data and programs and suggesting modifications.

  • Ability to maintain confidential information.

  • Ability to maintain composure in stressful situations, and to resolve conflicts and provide problem resolution.

  • Strong interpersonal skills and experience in coordinating activities, counseling employees and supervisors and resolution of employee's problems and concerns.
