The mission of the Boston Public Health Commission (BPHC) is to protect, preserve, and promote the health and well-being of all Boston residents, particularly the most vulnerable. PROGRAM/DEPARTMENT DESCRIPTION

The Bureau of Infectious Disease oversees and coordinates the Boston Health Department's response to the HIV / STI prevention and intervention. The bureau is tasked with direct administration of grants, programs, oversight of contracted programs, community participatory planning, provider outreach and education, research, and surveillance, all with the goal of preventing new infections and supporting Boston residents living with HIV/AIDS and impacted by STl's.

The Director for Prevention and Early Intervention will provide programmatic direction and support for the implementation, monitoring and reporting for the federally funded Ending the HIV Epidemic Initiative (EHE) of the Ryan White Services HIV/AIDS Services Division. The Director leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; and racial equity and social justice initiatives.

The goal of the EHE Initiative is to support new and innovative strategies to link people with HIV who are either newly diagnosed, or are diagnosed but currently not in care, to essential HIV care and treatment and support services in Suffolk County. The Director for Prevention and Early Intervention will support the RWSD with the launch of the new EHE initiative and participate in ongoing EHE Advisory committee meetings and activities with partners.

DUTIES

  • Working to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.

  • The Director leads testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; research and evaluation; training and technical assistance; community engagement; social marketing; and racial equity and social justice initiatives.

  • Oversee the management of all day-to-day operations of grant Initiative, including the production of the annual grant applications.

  • Implement an RFP process for services, monitoring contracted providers, providing/coordinating technical assistance to funded providers.

  • Complete all mandatory reporting, developing program and policy initiatives, and preparing for/coordinating funder site visits.

  • Provide supervision and guidance to Program staff.

  • Partner with ECE and IDB Programs to understand current HIV/STI prevention activities that can inform the development of training and TA activities.

  • Oversee the delivery of culturally and linguistically sensitive trainings on topics including but not limited to: HIV 101, PrEP and PEP Education, Enhanced Outreach, Motivational Interviewing, and related topics that maximize the population's awareness of HIV status, access to and use of prevention, HIV testing, and sexual health services, engagement and retention in prevention and/or medical care.

  • Assist in the scheduling of training and technical assistance activities.

  • Work closely with Senior training manager to coordinate curricula review activities as needed.

  • Prepares reports for director and funders; assists with data collection and evaluation activities; reviews and analyzes information and data concerning BPHC program, to determine effectiveness.

  • Implements appropriate fiscal management systems to ensure compliance with grant obligations; manages/oversees development and oversight of RFP's and grants.

  • Develops and oversees distribution of all communications, and educational materials in accordance with Commission policy.

  • Ensures and maintains effective communication among community organizations, city agencies, coalition members and residents and develops strategies to support project activities.

  • Coordinates meetings, events and activities necessary for the effective implementation of program goals.

  • Works closely with the Boston EMA HIV Health Services Planning Council, EHE Advisory Committee and other stakeholders.

  • Supervise employees and interns.
