The Director, Health Economics and Outcomes Research (HEOR) role sits within the Evidence Generation function of the United States (US) Medical Affairs (USMA) organization and interacts with Payer and Commercial teams to design and implement observational research strategies in support of AZ products. Activities focus on the generation of evidence to assist payer and health care provider (HCP) decision-makers and include scientific evidence for reimbursement dossiers and market access in the US. This role leads the internal and external communication of the clinical and economic value proposition and of scientific results to achieve maximal scientific impact and commercial success of AZ products throughout their life cycle. This position requires an experienced individual with expert scientific knowledge of HEOR and its application throughout development process, strong business acumen, and excellent interpersonal skills.


  • Lead the development and execution of the evidence generation strategy to support articulation of product clinical and economic value.

  • Lead US input to brand strategy and Medical Plan, payer-related evidence plan, and market access & pricing strategy.

  • Proactively and independently, contribute to research planning process and resolution of complex issues, especially if they affect market access decisions and evidence for product.

  • Represent HEOR as member of the Core Medical Team (CMT).

  • Co-Lead the Clinical Value Team (CVT) with USMA Managed Markets.

  • Lead CMT/CVT members to develop strategy and execute a response to value reviews of AZ products by external organizations, as appropriate and in alignment with current AZ approach.

  • Ensure US evidence strategy alignment with Global Medical Affairs, reimbursement, and regulatory strategies.

  • Serve as observational research expert within Therapeutic Area (TA).

  • Remain actively aware of the product environment by establishing, maintaining, and fostering internal (cross-functional, within the US and Global organizations) and external interactions with scientific experts.


  • Design, protocol development, championing through governance, execution, and communication of observational research and pharmacoeconomic analyses (e.g., retrospective database analyses, payer analytic tools, systematic reviews, network meta-analyses, budget impact models, cost effectiveness models).

  • Collaboration with Field Medical Affairs teams to compile evidence required to satisfy payer requirements, as necessary.

  • Integration of the US payer viewpoint into Global development and reimbursement strategies.

  • Identification and effective use of internal and external data sources and/or research to support payer reimbursement dossiers and payer value propositions.

  • Input for the preparation of reimbursement/formulary documents.

  • Maintain current and in-depth understanding of HEOR analytical methodologies.

Minimum Qualification Requirements


Masters degree in a relevant field (e.g., health economics, outcomes research, health services research, epidemiology, health economics, health policy or related fields)

Doctoral degree in relevant field preferred (e.g., Ph.D., Pharm.D., M.D.)


Ten years of relevant experience (e.g., academia, consulting, and/or industry); a minimum of five years in the pharmaceutical/biotechnology/medical device industry

Skills and Capabilities:

  • In-depth expert knowledge of Real World Evidence and HEOR and their application to pharmaceutical development within the US market.

  • Comprehensive understanding of the pharmaceutical industry and regulatory requirements.

  • Knowledge of the US healthcare system and its changing needs for health economic and payer analytic information.

  • Leadership skills and problem solving capability as demonstrated by ability to evaluate threats and opportunities for Health Economics strategy and modify as appropriate.

  • Well-developed conceptual and integrative thinking with capability to access internal and external resources for advice.

  • Proactive application of therapeutic area and disease treatment knowledge

  • Able to implement projects, including engagement with key stakeholders, with high degree of autonomy

  • Excellent written and verbal communication skills

Coordinates and/or performs responsibilities of project administration as applicable to client contract with minimal guidance and supervision by assigned Manager. Responsibilities may include, but are not limited to: * Provide administrative support for REMS projects * Manage start up and operations of stakeholder surveys via REMS portal under supervision of PM * Schedule meetings, create & distribute agendas, and create & distribute meeting minutes * Assist in creating and updating project specific procedures * Manage sponsor access to REMS portal * Coordinates, oversees and completes administrative functions on assigned projects including, but not limited to, uploading and reviewing files, performing mass mailings and faxes, and QC meeting minutes. Knowledge of project protocol and the ability to implement project plans with specific guidelines and accountable for meeting applicable project timelines in accordance with the contract. * Serves as a resource to the project team. * Acts as a mentor for administrative project team by demonstrating the role of an experienced project assistant in the preparation and execution of all functions. Assists in training PAs and assists departmental leadership in determining training needs of the administrative staff. Education and Experience: * High School/Secondary school diploma or equivalent and relevant formal education required. Bachelor's Degree preferred or good general education, combined with evidenced administrative competence and relevant IT skills. In all cases, the combination of education, training and experience provides the individual with the required knowledge, skills and abilities to do the job. * Prior clinical research administrative experience, (comparable to at least 6 years). In some cases, previous experience in a clinical environment where experience is gained in clinical trials, data management, medical terminology, medical research or health care or experience in a health sciences field with formal training in medical terminology and anatomy may be considered. * Prior experience in HEOR, RWE, and/or REMS methodologies is preferred.
